Government and Party Politics How did the debate over the role of government lead to the formation of political parties?

GW set up a cabinet to head major executive departments—nom. by pres. approved by Senate Thomas Jefferson—Sec. of the State Department— foreign policy Alexander Hamilton—Sec. of Treasury Sold government bonds to pay off debt To pay interest on bonds, he taxed imported goods Had the Bank of the US formed to manage businesses John Adams

Benefits of Hamilton’s Ideas establish financial credibility buy political support from wealthiest Americans enrich investors who could start new businesses or products   Most $ was owed by North but the South got taxed just as much. Hamilton said he had the right to do this because of the implied powers stated in the Constitution.

Interpreting the Constitution --loose construction: broad --strict construction: specific

Whiskey Tax leads to Rebellion Congress imposed a Whiskey tax. Farmers believed it to be as bad as British taxes so they intimidated and attacked tax collectors.—this is known as the Whiskey Rebellion. The Whiskey Rebellion was suppressed by Hamilton and US army. Whiskey Rebellion showed the division in Amn. political beliefs. Madison and Jefferson did not believe Washington and Hamilton were handling the country right.

Whiskey Rebellion Leads to New Political Parties The split started new political parties such as the Federalists—led by Hamilton and John Adams; (loose construction) the Democratic Republicans led by Jefferson and Madison (strict construction) Northerners favored the Federalists. Southerners Dem.-Rep.  Thomas Jefferson
