NCA – Spring Event 16th March 2017 Ed Watkinson Director of Care Quality (QCS) www.qcs.co.uk

Quality and improvement: ‘The Never Ending Story....’ 80s childens sci fi movies have it all!! Labyrinth – self explanatory ET –story about x2 very different people supporting each other reach their goals (Elliot – care home owner and ET CQC?) Dark crystal – finding a way to heal to different parties www.qcs.co.uk

Quality in care is tricky…….. Care services could be seen to have lots of ‘masters’ all with different ‘measures’ on how they define quality : Service users CQC Families Local authorities NHS Banks Press Best Practice organisations Are CQC the client? Probably not need to be led by service users and get this right – need to lead not follow www.qcs.co.uk

Additional challenges in care…….. Unpredictable variables Increasingly complex Undervalued and usually an ‘unwanted’ purchase Asked to do ‘More with less’ Recruitment Public opinion / understanding Regulation www.qcs.co.uk

Need to embed quality.. Use CQC ‘Characteristics of ratings’ as a benchmark Be led by the people that use your service Start small and build Be creative and confident Aspire to lead not follow Encourage all staff – nurture don’t control Evidence what in your view is quality www.qcs.co.uk

Improvement and how CQC can help you…… Are they a Regulator or an Improvement Agency? CQC putting more emphasis on self awareness and pseudo self regulation CQC strategy is about being more ‘intelligence driven’ CQC will have less resources - goal to be self funding Opportunity to change the dynamic of the relationship www.qcs.co.uk

Improvement and focus areas ….. All services now rated – so you all know areas to focus on Mental Capacity Act and DoLS Medication Governance Culture www.qcs.co.uk

Improvement and making it stick ….. Sustainability important – embed good practice slowly Make improvement a journey you are all on Give responsibility to others / involve others Embed culture / provide evidence that you are Well-led Treat CQC as a contract that needs to be won If you don’t think you need to improve – you do! bike with stabilisers – fall if do too much too quickly www.qcs.co.uk
