RDML Vinci, Commander NMSC Welcome Welcome VIPs: RADM Jeffries, RDML Stocks, Dr. Allard Thanks to all you attendees from 29 Navy & Marine Corps commands representing the full spectrum of Navy Medicine As DoD, the Navy/Marine Corps team, and Navy Medicine move deeper into the Joint/Collocated environment … it is our responsibility to ensure Navy Medicine remains a viable force that brings credible solutions to bear Building and socializing a standardized, reusable, repeatable, reliable process will help ensure our Sailors and Marines voices are heard Getting “Warfighter Focus” is very important as we plan our way ahead and is why we are here this week As you take in the presentations today coupled with your warfighter experiences, I know it will encourage and empower you to make this Vanguard more than an event, but the start of a capabilities based process RDML Vinci, Commander NMSC

RDML Vinci, Commander NMSC Intro / Comments This week, as we focus on the operational capabilities needed, remember, that we are doing this to enable our Sailors and Marines to meet their operational taskings From the highest levels of our services, there is no appetite for redundant expenditure of resources To remain a viable entity, we must improve the Return on Investment in all we do The foundation of where we are going is built upon a standardized, sound, customer focused & measurable process It is the operational requirements that drive medical capabilities that result in Solutions At NMSC, we have contracted Booz Allen Hamilton who has several people working at various levels in JCIDS (the Joint Capabilities Integration and Development System) to bring Paul Talwar, a consultant, a retired Navy Supply Corps Captain with experience to include several joint tours, to help us design and implement the Vanguard Process. Paul will lay out where we are going, how we plan to get there, and set the stage for the speakers who follow. RDML Vinci, Commander NMSC
