CAD/PAD Product Overview United States Navy (USN) uses/manages 676 distinct CAD/PAD items for over 130 different aircraft configurations Each CAD and PAD is identified by a Department of Defense Identification Code (DODIC*) and National Stock Number (NSN) Multiple NSNs- different Manufacturer &/or unit pack *DODIC is also known as Naval Ammunition Logistics Code (NALC) 5 of 19

Naval Air Systems Command (NAVAIR), PMA-201: Manages follow-on CAD/PADs Foreign Military Sales (FMS) cases for customers predominantly flying USN aircraft platforms Maintains acquisition authority and responsibility Case Planning, Development, Management and Execution Funds Naval Surface Warfare Center Indian Head Explosive Ordnance Disposal Technology Division (NSWC IHEODTD) to perform engineering, technical, logistical and some production/test services First Article Testing (FAT) is typically required if: Contractor has not previously manufactured an item…or… If 36 months has elapsed since the last date of manufacture Lot Acceptance Testing (LAT) is conducted on samples from every production lot to ensure reliability of the items in the lot Procures contractor-produced CAD/PADs via Naval Supply Systems Command (NAVSUP) 6 of 19

NSWC IHEODTD is the Tri-Service (US Army, US Navy & US Air Force) Center for CAD/PAD Maintains unique facilities and expertise for the engineering, research, test, manufacture and technical oversight of explosives Manufactures some CAD/PADs items in-house Tests many contractor-produced items – FAT – LAT Consolidates Tri-Service and FMS CAD/PAD procurement requirements Performs Surveillance Testing Ordnance Assessments (OA) Performs Supportability Analysis In support of Service Life Extensions (SLE) or Reductions in Life To assist in processing Stock Issue / Replacement In Kind (SI/RIK) Provides Delivery Status Reports (DSRs) New DSR format forthcoming in 2nd Quarter 2017 7 of 19

CAD/PAD Procurement Management USN forecasts CAD/PAD out-year requirements in advance PMA-201 issues a “Call Letter” annually which includes: USN Cartridges (CARTs)/CADs Projected Requirements by DODIC USN CARTs/CADs Projected Requirements by Type/Model CARTs/CADs Projected Requirements by DODIC for Stores Release Items USN PADs Projected Requirements by DODIC USN PAD Projected Requirements by Type/Model FMS CAD/PAD Out-Year Requirements Summary PLANNING: FMS customer will determine their CAD/PAD out years requirements and provide a Letter Of Request (LOR) based on their long term plans 11 of 19

Country requests LOR for LOA through Navy International Programs Office (NIPO) based on Call Letter information Multi-year cases are encouraged Planning for out-year requirements Amended each year as necessary if requirements change Urgent Requirements Lines (URLs) are encouraged Support unplanned requirements Allows for additional quantities for items already in the case Procurement is subject to standard lead times, unless SI is available Placing a request will not accelerate the procurement Amendment not required prior to initiating procurement PMA-201 is developing a form to facilitate processing the LOR from all FMS customers Will ensure all information necessary to complete LOA is identified in order to expedite the process. 12 of 19
