IGIC Orthophotography Workgroup Agenda What is an Orthophoto 2005 Statewide Ortho Project Review Ortho PROGRAM Vision Costs Funding Our Current Thinking Request for Proposal Comments & Suggestions

IGIC Orthophotography Workgroup This group was responsible for the 2005 Statewide Orthophotography Project. Recognizing the critical need for up-to-date photos, the Workgroup is developing a PROGRAM to update Indiana's orthos on a regular rotating basis. The work includes developing: planning documents with technical specifications, a Request for Proposal, and documents to educate the public and elected officials on the benefits of the program.

1-foot pixel resolution. Orthos Example of an orthophoto tile: 4,000 feet by 4,000 feet 1-foot pixel resolution.

IGIC Orthophotography Workgroup 2005 Orthophoto Project Review Orthophotography has the geometric characteristics of a map and the image qualities of a photograph. These qualities allow for: distance measurements area calculations determination of feature shape direction calculations determination of coordinates at a location

What is an Orthophotograph? What is Orthophotography Definition: IGIC Orthophotography Workgroup What is an Orthophotograph? A digital (electronic) aerial photograph that has been corrected to remove distortion from the camera & airplane movement and adjusted to fit the ground surface.

Cameras Distort Images IGIC Orthophotography Workgroup Cameras Distort Images All imagery has spatial error due to the distorting nature of photography. & Don’t forget Terrain Distortion

2005 Orthophotography Product Sets Product Set #3: High-Resolution Natural Color Orthophotography Product Set #1: Quarter-Quad Color Orthophotography (1-meter re-sampled) Product Set #2: County Mosaics Color Orthophotography (1-meter re-sampled) Product Set #4: Color-Infrared Orthophotography (1-meter re-sampled)

Coordinate Systems IGIC Orthophotography Workgroup Indiana East & Indiana West State Plane Coordinate System (feet) UTM Coordinate System (meters) NAD83, NAVD88

Digital Surface Model (DSM) Digital Elevation Model (DEM) IGIC Orthophotography Workgroup Elevation Products Digital Surface Model (DSM) Digital Elevation Model (DEM)

Products (cont.) IGIC Orthophotography Workgroup Base product: 1-foot pixel tiles Buy-up: 6-inch pixel tiles 13 Counties and… Control & QC & validation & PM & Portal & EOC & Libraries, etc.

2005 Funding IGIC Orthophotography Workgroup One-time DHS grant & other Federal grants & County buy-ups & State Agency Funding $7.5 million

2005 Ortho Project Benefits IGIC Orthophotography Workgroup 2005 Ortho Project Benefits 1.2 : 1 cost benefit ratio, without operations $1.7 Billion worth of project and operations support

ONGOING Orthophotography PROGRAM IGIC Orthophotography Workgroup ONGOING Orthophotography PROGRAM Regular Refresh Rates (on-going value) Currency of Data 2005 is a long time ago Planning (for communities & vendor) Scheduling (budgets & projects) Vendor Relations May be value in multi-year contracting Vendor incentives for quality

COSTS of an Ortho PROGRAM IGIC Orthophotography Workgroup COSTS of an Ortho PROGRAM Indiana has 40,000 sq.mi. (103,600 sq.km.) Satellite (.5m=20in) ~ $1.3 million One-foot orthos ~ $5.7 million Six-inch orthos ~ $8.5 million

FUNDING for an Ortho PROGRAM IGIC Orthophotography Workgroup FUNDING for an Ortho PROGRAM Indiana has tentative funds ~ $1 million from: IN-DHS, IDEM, INDOT, USGS, grants and Counties?

So what PROGRAM can we afford? IGIC Orthophotography Workgroup So what PROGRAM can we afford? Six-inch for 1/8 of the state per year, or One-foot for 1/6 of the state per year, or Satellite of 8/10 of the state per year, or A mixture?

How do we incent Counties? IGIC Orthophotography Workgroup How do we incent Counties? Make the base product low-res with buy-up options How does this work w/ satellite? Provide the funds of the base product to counties who fly their own photos Most counties don’t fly much Many counties don’t have funding Cooperate with the State?

So, here is our thinking: IGIC Orthophotography Workgroup So, here is our thinking: Capture 1/3 of state/year Fewer product sets Just photos (no mosaics, one projection) No infrared, No DEM Base product is low-res Satellite or 2-foot photos Buy-ups: 1-ft & 6-in, or help counties fly

Request for Proposal IGIC Orthophotography Workgroup Quotes for large area (10,000+ sq.mi.), for: 2-foot photos 1-foot photos Other options (DEM, CIR, mosaics, web posting) Quotes for multi-county (4,000+ sq.mi.), for: 6-inch photos Technical Ability / Accuracy Capacity (coverage brings more players) Guarantees ( flights / delivery / rejects )

Proposal Review & Contracting IGIC Orthophotography Workgroup Proposal Review & Contracting RFP release – March-April 2010 Responses due – May Vendor selection – July Contract negotiations – August State Contract (MBE/WBE, Indiana vendors, etc.) Imagery Capture – Feb thru mid-April, 2011 Imagery Delivery – June-July, 2011 Renegotiate for 2012 / 2013 / etc.
