What made you all work harder and faster? COMPETITION & Reward THE PROBLEM WITH EDUCATION- state control They believe that too much state (government) control has resulted in inefficiency in education State schools, for example, are not accountable to those who use them so are inefficient.

How does this principle apply to schools? Marketisation This is the introduction of market forces of consumer choice and competition between schools, parents become consumers and school become suppliers. This is supposed to encourage efficiency and raise the achievement of pupils. The NEW RIGHT believe that this is the solution for making schools better and ensuring that pupils leave with the skills needed for the employment market and that Britain can compete with other ‘education markets’ (countries) around the world

Time hop: its 1985 Imagine you are a parent. Your child is in year 6 at school and you are about fill in the form for secondary school. Read the descriptions of the schools you can choose from. Where would you want your child to go?

Unfortunately…. You have to send your child to the local school For those of you on the line desks on the left hand side of the room your child has a place at school 1. Back row your child has a place at school 2. Right hand row your child has a place at school 3 Middle table your child has a place at school 4

What’s wrong with this model? No choice for the parent No incentive or motivation for schools to improve. No competition to drive up standards!

New Right’s Solution! Marketisation of Education Creates an education market Competition between schools and empowering consumers (parents) will bring greater diversity, choice and efficiency to schools and increase the school’s ability to meet the needs of everyone.

Neoliberalism and Education Value of education lies in how well it enables the country to compete in the global marketplace. Schools need to be more like businesses, empower parents and pupils as consumers and use competition between schools to drive standards.

The government’s idea to improve schools influenced by Neo liberalism and New Right sociologists The 1988 education reform act shakes up school admissions and introduces and education market, new types of schools are introduced and competition between schools is encouraged by allowing for ‘open enrolment’ This means that parents can choose where they would like to send their children. The act also makes schools compete for funding by linking funding to the number of students they attract= formula funding Now schools have to compete. What works for business will work for schools!

Does Marketisation work? Imagine you’re apparent again. Now its 1990, so the 1988 education reform act’s changes are in full swing You’ve got a choice on your school form now thanks to the 1988 education reform act. You go to all the school’s open evenings and decide on 3 top schools…

Unfortunately…. School 1 only has 120 places available so some of you won’t get first your first choice. Not to worry though, school 2 is a good school but it also only has limited spaces available. School 3 is rated good, its out of catchment and it’s a music and the arts academy places for outside catchment will be allocated if your child scores highly in an audition and has played in area band or passed music grades School 4 is within your catchment, its rated as requires improvement but has to offer you a place, your child could walk to school Priority places go to people who live in the local area and went to the feeder primary schools. If there are places left after all the catchment area places have been filled then schools select who to admit. Parent’s can appeal but this is rarely successful. Places for outside catchment will be allocated if your child scores highly in an audition and has played in area band or passed music grades. Travel to this school will be free and you won’t need additional social, economic or cultural capital.

I’ve got choices now, right? These are the biscuits I want to have with my coffee at lunch time but they cost £7 a tin and the only shop that stocks them is all the way in town These are the biscuits that I’m realistically going to be able to get, cheaper, but not as nice but I can walk to co op in ten minutes. In theory I have a choice but in reality I would need several major changes to get the option I want

How does this link to education? This house is in the catchment area for Seely primary school which got a “requires improvement” in its last Ofsted report. This house is in the catchment area for Hayden road primary school, which got an outstanding on its last Ofsted report and is over subscribed Both houses are in good condition and house two has a larger kitchen and garden, which is the more expensive house and why?
