It’s about: Working differently to transcend agency boundaries and deliver smarter, customer- centred services. Our vision is to create a single, coherent ICT ecosystem supporting radically transformed public services. The Government has tasked us with delivering better public services. Our customers expect services that are personal, secure, private and accessible from anywhere. Currently our customers have to navigate silos – dealing with government can be a disjointed experience ICT is a key enabler for better public services – we can meet government and customer expectations by harnessing the opportunities technology provides. But to do this we need to work very, very differently.

Activities to note Digital preservation survey – 8 May 2015 Established the Partnership Framework Review of the Government ICT Strategy – one on one interviews underway Cabinet has endorsed the Better Public Services Result 10 Blueprint – report back April 2015 ICT change leadership in government – seminar 7 May 2015 Development of agency maturity framework - 30 June 2015 Information Management leadership role at IKS Tuesday 21 April, we sent CIOs a survey to gather baseline data about the state of digital preservation in New Zealand – closes on 8 May 2015 The Government Chief Information Officer has set up a Partnership Framework, involving key stakeholders across government, to support the goal of a single, coherent ICT ecosystem supporting radically transformed public services. ICT Strategic Leadership Group at CE level is supported by four strategic advisory Groups, covering Technology, (first formal meeting in May) ICT System Investment, Information and Digital Delivery (to be set up) The Framework reflects the GCIO’s core principle of “centrally led, collaboratively delivered”, and a strong commitment to working in partnership with agencies. It will enable robust review and input into ICT strategy and direction, ensuring that it is well aligned with overall system direction, and it will contribute significantly to system reform. The Groups will meet bi-monthly. ICT Strategy Review: one on one interviews with CEs, and DCEs to develop a strawman – this will be circulated later in June for consultation Result 10 Blueprint: We’re talking to agencies about aligning their service delivery strategies with the Blueprint, and reported back to Ministers this month on progress. An R10 Blueprint refresh has begun, which will align with the ICT Strategy Review. A second ICT Leaders Seminar, involving IT and Service Delivery leaders, is taking place on 7 May. Maturity framework will provide agencies with a snapshot, based on the data available to us, of their maturity against the overall ICT Functional Leadership maturity. We’ve been testing the framework with a number of agencies and also discussed it at the ICT Strategic Leadership Group earlier this month. The experience is proving mutually beneficial – we value the input we’re getting from agencies and we’ve received feedback that agencies are finding the snapshots helpful and considering how these can inform their investment and planning. We continue to work with a small number of agencies to refine the framework and look forward to discussing the framework with agencies more widely over the coming months.

Activities… Information Privacy and Security - update Privacy Week: 4-8 May 2015 GEANZ and data maturity framework - data and information artefacts Federated service delivery – birth of a child project (underway) Update on govt.nz - public consultation list Common Capabilities uptake - continues There are four parts to the information privacy and security programme:  Analysing agency responses to the GCIO Review  Government Chief Privacy Officer  Protective security requirements, led by SIS  Reviewing information management practices and settings Agencies provided their final report to the GCIO in March on progress in improving capability in information security and privacy, as required by the GCIO Review of Publicly Accessible Systems. The next phase of the programme will use the work in privacy and security to enable a more forward-looking and co-ordinated approach to information management, initially through a review of how the policy and legislative settings for information management work in combination. The Information Management Review is closely aligned with the new ICT Action Plan 2014, and the government’s response to recommendations from the NZ Data Futures Forum. GCPO: We are working closely with the Office of the Privacy Commissioner on a joined-up and collaborative approach for Privacy Week (4-8 May 2015). GEANZ and Data Maturity: The Government Enterprise Architecture team has been developing a data governance maturity framework and self-assessment survey for agencies. The artefacts around Data and Information are: Data and Information Governance Framework and Maturity assessment GEA-NZ v3.0 Data and Information Reference Model and Taxonomy GEA-NZ v3.0 Data and Information quality Management framework These resources are available for agencies to use, on request. They are being piloted and will be living documents.
