Wrestlers are required to make an honest attempt to stay within the 10' circle and wrestle aggressively. It is stalling when the wrestler fails to better their position, or prevents their opponent from bettering theirs. When stalling is recognized it needs to be called without hesitation As officials, we can't make the wrestlers wrestle, but we can penalize them when they don‘t

Stalling occurs in many ways: delays in the match as a result of straggling back to the center, excessive adjustments of equipment, holding the opponents legs without bettering their position or preventing the opponent from bettering theirs. Neutral Stalling Avoiding contact with the opponent Defensive wrestling/preventing offensive wrestling Thumbs in collarbone Forearm posting

Offensive Stalling The offensive wrestler does not wrestle aggressively wrestle to secure a fall the exception is 'catch and release‘ Holding the heel to the butt of the broken down defensive wrestler >5 seconds

Defensive Stalling When the defensive wrestler does not aggressively wrestle to attempt escape or reversal It is not stalling when the defensive wrestler is overpowered

Calling Stalling The match should be stopped when calling offensive stalling, except when the defensive wrestler is on their feet The match should not be stopped when calling defensive or neutral stalling

Stalling Penalties Per wrestler, the first offense is a warning Second offense results in 1 point to the opponent Third offense results in 1 point to the opponent Fourth offense results in 2 points to the opponent and choice to the opponent on the restart Fifth offense results in disqualification of the offending wrestler
