Spectrum Aviation CNS Enabler Secure the long-term availability of suitable radio spectrum to meet all of aviation's future objectives through cooperative engagement in the global spectrum environment. Suitable interference-free radio spectrum is an essential enabler for CNS systems used to support aviation safety and efficiency. Spectrum is a finite resource that will continue to be under ever increasing demand from all sectors. Whilst remaining a sovereign responsibility, aviation will need to work more cooperatively and proactively in defending its spectrum needs and demonstrating efficiency in its use of spectrum. An overarching SESAR Spectrum Vision and Strategy is being developed, which seeks to enhance current aeronautical spectrum management practices in Europe through an integrated strategic approach consistent with overall aviation plans. The overall aim of the Spectrum Vision and Strategy is: "To secure the long-term availability of suitable radio spectrum to meet all of aviation's future objectives through cooperative engagement in the global spectrum environment." Approach to the SESAR Spectrum Vision and Strategy Creates a framework which will deliver benefits to aviation and enable the sector to react effectively to external influences in a changing external spectral environment. Long-term vision of how aviation spectrum management should be conducted. Sets out a high level strategy for what needs to be implemented to achieve the vision. Describes an environment in which aviation stakeholders can work collectively within global spectrum management arrangements to achieve their spectrum needs. Describes the steps that will need to be taken to deliver the spectrum strategy, including processes and best practices that promote efficient use of spectrum by aviation stakeholders. Creates a framework which will deliver benefits to aviation and enable the sector to react effectively to external influences in a changing external spectral environment. ICAO FSMP WG-F-32 16-24 February 2015 Assumptions Aeronautical spectrum allocations will continue to be under significant pressure from other sectors for the foreseeable future. New spectrum bands for aviation use are unlikely to be made available. The assignment and use of spectrum within a State will remain a sovereign issue and voting rights at ITU World Radiocommunication Conferences will remain only with Member States. Spectrum Vision & Strategy Enhanced aeronautical spectrum management Providing a coordinated overall spectrum strategy employed to create a sustainable environment for spectrum efficient aeronautical systems; Deploying improved processes for identifying, analysing, coordinating and promoting aviation's spectrum needs; Taking a longer-term view of aeronautical spectrum requirements. Enhanced Aeronautical Spectrum Management Strategy Development of Harmonised aeronautical spectrum policies aimed at fulfilling the requirements of the deployment plan and meeting the needs of all airspace users including military and general aviation. Extended time-frames employed beyond the limits of existing strategic programmes for identifying aeronautical spectrum requirements for conceptual and embryonic CNS systems. Coordinated Aviation participation in the ITU and WRC regulatory process. Proactive engagement of aeronautical spectrum management stakeholders in ITU and CEPT working groups, and for contributions to compatibility studies. Spectrum Vision & Strategy Holistic CNS&S approach Providing spectrum expertise for CNS teams to ensure an inter-discipline approach to development, deployment and removal of outdated aeronautical systems; Promoting the development of spectrally efficient CNS systems to minimise the demand for additional spectrum to support future aviation growth; Promoting the withdrawal of obsolete and redundant systems in compliance with the future deployment programme. Holistic CNS&S Strategy Inclusion of spectrum as a fundamental component within aviation's strategic programmes. A through-life approach to spectrum requirements, early internal engagement between all responsible parties coupled with an extended time frame beyond that of current strategic programmes. Close collaboration between CNS teams, the deployment manager and spectrum experts during the development and deployment of CNS systems. A performance-based approach to align spectrum with the functional needs of aviation systems and applications. Development of spectrum-agnostic and spectrally efficient CNS systems that are fully interoperable in the global environment, but which can employ spectrum allocated on a regional or sub-regional basis. Spectrum Vision & Strategy Financial decision-making processes Ensuring cost effective technological evolutions; Minimising the impact and timescales of technological transitions. Impacts in Aviation Financial Decision-Making Spectrum impacts included in aviation's financial decision making process as a matter of course. Rationalisation of CNS systems through incentivisation programmes or, where essential, regulatory measures. Delivering the Spectrum Strategy Enhanced Spectrum Management Process Holistic CNS&S Financial Decision Making Enhanced Spectrum Management Process Establishment of an aviation spectrum management function with responsibility for identifying, analysing, coordinating and promoting aviation's spectrum needs Develop best practices, improvement targets and performance indicators employed to ensure spectrum efficiency measures are fully addressed Communicate, develop suitably targeted briefing material Holistic CNS&S CNS development and deployment teams to be provided with access to the necessary expertise to eliminate the risk of spectrum issues impacting on the successful and timely delivery of new systems. Spectrum experts to provide advice on current spectrum issues, identify risk areas and make recommendations for actions and studies. Develop a formal process for new CNS systems, which will assess spectrum requirements, review compliance with best practices and enact an action plan for providing the requisite spectrum assets. Implement transition planning for the phasing-in of new systems aligned with the phasing-out of the technologies that they are replacing. Conduct system rationalisation and decommissioning studies and programmes routinely to ensure obsolescent and redundant systems do not impinge of spectrum resources. Develop a compliance matrix to provide a checklist for programme s, spectrum and deployment managers to utilise in ensuring the strategic spectrum objectives for aviation are delivered. Financial Decision Making Adopt best practice for evaluating the cost-benefits for aviation and will assess opportunities for incentivisation and early adoption. Develop a set of considerations and options designed to assist with addressing cost factors and promote opportunities for cost-effective solutions. Develop methods and tools required to support assessment of the impact of spectrum on aviation and national economies should it not be made available, including socio-economic impacts as these are the factors most likely to be of interest to governments. Ensure sufficient resources, including the provision of R&D funding, to eliminate the risk of having insufficient spectrum resources to meet current and future commercial demands.
