WFD and E-ESDI (1) The INSPIRE initiative consists of the preparation of a framework legislative act aimed at making available relevant, harmonised and quality geographic information for the purpose of formulation, implementation, monitoring and evaluation of Community environmental policy-making along the lines of the following six general principles:  

WFD and E-ESDI (2) 1 Data should be collected once and maintained at a level where this can be done most efficiently   2 It should be possible to combine spatial information from different sources across Europe in a seamless way, and to share it between many users and applications 3 It should be possible for information collected at one level to be shared with other levels, e.g. detailed data for detailed investigations and general information for strategic purposes

WFD and E-ESDI (3) 4 Geographic information needed for good governance at all levels should be readily available under conditions that do not constrain its extensive use   5 It should be simple to discover which geographic information is available, how it fits the needs of a particular use, and under what conditions it can be acquired and used 6 Geographic data should become easy to understand and interpret, i.e. user-friendly

WFD and E-ESDI (4) Although initially focusing on environmental policy needs, the INSPIRE initiative is cross-sectoral and will be gradually extended as other interested Commission services participate. (From: 1st E-ESDI Expert Group Meeting 18 Sept. 2001, Draft report) New Name of E-ESDI: INSPIRE = INfrastructure for SPatial InfoRmation in Europe

Consequences for WFD-GIS (1) The need to ensure coherence between the implementation of the WFD and other sectoral and structural policies (Common Strategy on the Implementation of the Water Framework Directive 2 May 2001, 2.3) A final European GIS will most probably be based on a combination of compatible national systems and the proposed European system, which may be shared between Member States, the Commission and the European Environment Agency. (TG 7 - Data Standards for Water Framework Directive – Draft Version 1.1)

Consequences for WFD-GIS (2) No single solution for the water sector but a multidisciplinary approach is needed Long term maintenance of WFD-GIS by cooperation with national data providers
