Project Overview Technical Assistance (TA) and Twinning Projects – Support the implementation of NEC Directive regarding SO 2, NOx, NMVOCs and NH 3 pollutants that give rise to significant adverse impacts on human health and the environment – Support the fulfilling of NECD requirements – Operational since March/May 2011 – Three TA Project Workshops held and one technical report produced – NECD and inventory preparation – TA Project ends 14 November 2012
TA Project Results to be Achieved Emissions inventory for Emissions projections for Cost-benefit analysis (CBA) of emissions reduction Regulatory impact assessment of NECD implementation Identification of possible national emission ceilings for SO 2, NOx, NMVOCs and NH 3 Guidelines for future updating of inventory and projections
Seminar Objectives Present and review the results of the inventory for NECD pollutants Consider the technical scope for improving and enhancing the inventory Present and review scenarios for future emissions and emissions management – Basis for projections of emissions – Basis for CBA of emissions management/reduction – Basis for identifying possible emission ceilings
Stakeholder Involvement – Emissions Management Coordination Committee – Inter-Ministerial – Initial meeting December 2011 – Quarterly meetings plus working groups Project workshops on RIA and informal meetings with trade associations – March to June 2012 Seminar on RIA results and possible ceilings – August/September 2012
