Long Term Plan What are your priorities? One to Two years/Three to Five years Local Collaborative National What do you need NHS Employers to do?

LTP: Policy Board/HRD Chairs September 2018 No (radical) magic bullet: a combination of actions will be required. The key will be focus on actions with biggest impact, and their delivery The biggest risk areas are the deteriorating supply of mental health and learning disability nursing staff: incentives to attract students to train in these areas should be put in place The regional and national structure plans and MOUs need to include descriptions of workforce functions and responsibilities with plans to be devolved to ICS leadership Greater Status needs to be afforded to Community Roles : with additional incentives, lecturer status and identification as ‘high-potential’ clinical leaders all put in place Oversupply should be an objective for 2029 Pension flexibility is a key action for retention : this includes greater support for tax liabilities (‘scheme-pays’) and ability to cap contributions for a period Need to respond to desire of clinical graduates to practice abroad (and vice versa) and provide structured exchange programmes for professionals Particular support for the highlighted strategy responses from spring (attached)

Response to Strategy (Spring 2019) Conditions for Success 1.1 Apprenticeship Levy Reform: salary support, time to access, investment in practice development/support; 1.2 Immigration Policy Reform 1.3 Reinstate CPD Funding 1.4 National Backing from professional leads for implementation of new roles at scale (especially NA) 1.5 Review of Criteria for allocation of postgraduate medical training posts Further Emphasis 2.1 Social Care Workforce Priorities 2.2 Leadership & Change Management, including action to devolve workforce policy to ICS 2.3 Careers not Jobs 2.4 Staff experience/ a healthy workplace 2.5 Impact and opportunities of Technology 2.6 Prioritising developing generalists

Response to Strategy To include 3.1 Candour: current climate and baseline is important so that we can be realisitic about the scale of the challenge 3.2 National campaign to support recruitment 3.3 Reviewing supply impacts of marketisation of non-medical education 3.4 The adoption of streamlining of HR processes across England
