The Streets of Austin After receiving a land grant from the Mexican government in 1831, Edwin Waller was arrested by the Mexican government at Velasco for refusing to pay duties on his cotton. He then fought at the Battle of Velasco in 1832, represented Columbia at the Consultation of 1835, served as a delegate at the Convention of 1836. In 1839, Lamar (the new president of the Texas Republic), chose Waller to lay out the streets and build the public buildings in the new capital of Texas… Austin. He became Austin’s first mayor in 1840.
