Aim of the BCUs Operate in a more consistent way across all parts of London Further professionalise local policing by setting and maintaining common standards of operating practice, quality and performance Establish functional and empowered leadership Increased professionalism in leadership of local policing services – with more leaders. Closer to the operational front line, empowered to make key decisions. Deal with vulnerability more holistically and more effectively by bringing together specialist and local services A service focussed on the needs of the victim and that addresses more issues, earlier within families – preventing or reducing further victimisation Deal with high volume / lower risk demand more efficiently Improved Response processes and categorisation of crime, linked with increased empowerment Deal with demand more effectively by an increased focus on prevention proactive policing Reduce victimisation and remove/ reduce future demands for policing Build a strong and resilient operational front line – supported by specialist capability to tackle high risk, complex or longer term crime problems Professionalise and raise the status of the frontline response officer – while providing specialist, local support for the crimes and problems that need them Build resilient operating structures across London Operate at a scale that allows dedicated leadership and commitment to critical policing services – and that builds teams that are sufficiently large to be resilient and that make best use of our leadership posts

Aims Manage Risk and Vulnerability effectively Holistic, Multi-agency approach Flexible, multi-skilled Safeguarding function Eliminate silos and duplication Focus on Prevention and Problem Solving We need a structure that helps us to identify and manage risk and vulnerability effectively With a holistic, co-ordinated, multi-agency approach We need a flexible, multi-skilled Safeguarding function; providing resilience and capable of adapting and responding to further change We need to eliminate inefficiencies and duplication caused by silo working Finally, we need to focus on prevention and problem solving This includes focusing on the needs of the victim and using a whole family approach to identify issues at an early stage It also includes improving our ability to identify repeat demand linked to mental health, and working with our partners to problem solve such cases

Key Changes Child Abuse and Rape Investigation Flexible, Multi-Disciplinary Teams CAIT Referrals and PCLO Function Mental Health Exploitation Child Abuse Investigation and Sapphire teams will no longer be part of a separate, central command They will work alongside the Community Safety Unit, which deals with Domestic Abuse, Elder Abuse and Hate Crime CAIT referrals and PCLOs are also coming to the BCU There is an increased focus on mental health And a wider approach to exploitation on both boroughs, focussing on both CSE and criminal exploitation, and highlighting the links to Missing Persons Bringing together specialist and local services means we will have a clear overview of abuse, vulnerability and sexual offences across Hackney and Tower Hamlets This will enable us to deal with safeguarding issues more holistically and effectively
