Scouting Off-campus, in-person scouting of future opponents (in the same season) is prohibited, except as provided in Bylaws 11.6.1.1 and 11.6.1.2. Only applies to opponents you are scheduled to play. 11.6.1.1 Exception -- Same Event at the Same Site. An institution's coaching staff may scout future opponents also participating in the same event at the same site. 11.6.1.2 Exception -- Conference or NCAA Championships. An institution's coaching staff may attend a contest in the institution's conference championship or an NCAA championship contest in which a future opponent participates (e.g., an opponent on the institution's spring nonchampionship- segment schedule participates in a fall conference or NCAA championship).
Head Coach Responsibility 11.1.1.1 Responsibility of Head Coach. An institution's head coach is presumed to be responsible for the actions of all institutional staff members who report, directly or indirectly, to the head coach. An institution's head coach shall promote an atmosphere of compliance within his or her program and shall monitor the activities of all institutional staff members involved with the program who report, directly or indirectly, to the coach. What have some Coaches done wrong recently?
Head Coach Responsibility Rutgers failed to monitor its football program over a five-year period when it did not ensure its football student host group and its drug-testing program followed university policy and NCAA rules. The former head football coach failed to monitor his operations staff, which had oversight of the host group, and failed to promote an atmosphere of compliance when he violated university policy by contacting an instructor to make a special academic arrangement for a student-athlete. Another violation in the football program occurred when a former assistant football coach acted unethically when he was not truthful about a recruiting contact during his interviews with NCAA enforcement staff. "The former head coach took a casual approach to compliance as it relates to the host program"
Head Coach Responsibility A former Pacific head men’s basketball coach failed to promote an atmosphere of compliance when he violated academic misconduct and recruiting rules to get prospects eligible. He also failed to monitor the activities of his coaching staff and violated NCAA ethical conduct rules when he encouraged others to provide false information during the investigation. Pacific did not monitor the involvement of the former head coach, a former men’s basketball assistant coach and a former special assistant to the head men’s basketball coach in the oversight of five prospects’ distance learning coursework. Additionally, in the baseball program, the former head coach impermissibly provided an athletic training student with a $16,000 scholarship to help with the housing costs of two baseball student-athletes, including her brother.
Head Coach Responsibility A former Jackson State University men's tennis head coach violated NCAA ethical conduct rules when he allowed an ineligible student-athlete to compete under an eligible student-athlete's name. The former coach also failed to promote an atmosphere of compliance within the tennis program. He provided impermissible benefits to a prospect during recruitment and later permitted the same student-athlete, who was a nonqualifer upon enrollment, to practice and compete. The director of compliance notified the former coach that the student-athlete was a nonqualifer when the recruit enrolled and therefore was ineligible for practice and competition. Despite knowing that, the former coach allowed the student-athlete to practice with the team. The former coach also allowed the student-athlete to receive travel- related expenses on two occasions, contrary to NCAA rules. The former coach provided the student-athlete with impermissible recruiting benefits when he was a prospect. The panel determined those actions were a Level III violation, or isolated in nature.
Scenario 1 Shohn Robinson, a former baseball player at Charlotte, is returning to school to complete his degree after a solid 5 year pro career. While completing his degree, Shohn is serving in a volunteer player personnel role with the team. Next week the 49ers face long time rival the Rockford Peaches. Rockford’s top pitcher is known for an unbelievable change up with great arm side action- the same pitch Shohn used to excel during his career. The coaching staff would like to get the team used to seeing this pitch and have talked Shohn into coming out of retirement and throwing a few rounds of batting practice, is this permissible?
Scenario 2 Ben Lambert is the current Director of Football Operations for the Charlotte 49ers. Ben, known for being a gregarious and fun-loving individual is a favorite staff member of many of the Charlotte 49ers prize recruits. As Ben is enjoying barbecue and slushies at one of his favorite restaurants, his phone rings. Not recognizing the number, he answers the phone and on the other end he hears the voice of a 2019 prospect who had just taken an unofficial visit to Charlotte the weekend before. May Ben discuss the Charlotte football program with the recruit and may he discuss specifically what the recruit does well and how he will fit into the 49er offensive system?
Scenario 3 Jesus Shuttlesworth, a highly recruited combo guard has just enrolled for the Fall semester, his first term of college, at Charlotte. Shuttlesworth is a big time scorer who can shoot and get to the rim. He loves nothing more than getting to go to the practice gym on campus and get up shots. Shuttlesworth has a private shooting coach from his hometown in New York and his shooting coach comes down twice a week to work on shooting drills with Shuttlesworth down in the 49ers practice gym. Is this permissible?
