BUILDING COHERENCE Building coherence in a school or district is a complex process. On the one hand, leaders and teachers want to adopt programs that will help them teach more effectively. On the other hand, there can be so many programs and initiatives that they can create frustration, fatigue, and fragmentation. Staff can find themselves faced with a fragmented array of school improvement programs, initiatives, and partnerships that rarely afford them the time or support to adopt and master practices that may improve student learning.
