Overview LOI with CAFI: 18M US$ in two tranches for land use planning and forest monitoring 9.4M disbursed 1st annual review held on November 26 – a number of milestones met On-going processes: Political situation Forest definition Certification of logging companies Possibility of additional funding from Norway to Gabon – need for pre-feasibilty studies => proposed EB decision

Draft decision In line with the decision EB.2018.XX that sets the rules for the selection of agencies and programs in countries without national funds the Executive Board requests the Secretariat to prepare programming notes for the following program ideas identified in the NIF and presented to the EB by the Government of Gabon during the 11th Executive Board meeting: Programs in the forestry sector (legality, reduced emissions, traceability, certification, plantations) Programs in the agriculture sector (zero deforestation, international supply chains and commodities, village based tropical agriculture) Programs in the field of conservation (creation of new protected areas, development of ecotourism products) Incubation/acceleration of SMEs

Draft decision cont’ The programming notes will be based on consultations led by the Secretariat with the Government, EB members and accredited agencies Be based on a pre-feasibility study to be conducted by the Secretariat Will contain the following information: Strategic importance compared to the objectives of the LoI signed between CAFI and Gabon Proposed geographic scope Proposed expected results Potential risks Evaluation of whether a request for proposals is necessary based on the following criteria Presence of more than one eligible agency with capacity to implement such programs (size of program, thematic focus) Interest expressed by more than one eligible agency to implement such programs Existence of co-funding Ongoing programming efforts conducted by one eligible agency Any other issue the EB and Government will deem appropriate and request the Secretariat to include
