Exercise Basics This is a Training and Learning Exercise with open dialogue Utilize your company’s response plans/procedures (if you know them) There is no hidden agendas or trick questions (let’s all learn from this) There is no simple solutions ( let’s have a stress free) round table discussion If we have a real emergency it will take priority over this (((( OKAY ))))

Let us understand The purpose of this training is to assess you and possibly your company’s capabilities in responding to and recovering from an active shooter incident in accordance with your established plans

The exercise Objectives Improve the training of employees during & after an active shooter incident Improve the coordination between the Employees, Management and Crisis Teams Evaluate the communication between Management, Employees and the Crisis Team Assess the decision making process as it deals with the activation of the department business continuity plans and executing same Discuss who is going to be the public relations spokesperson for your organization

Defining an active shooter event When an individual enters a building/location with intent to harm and cause injury During the event, the threat is not contained and there is an immediate risk of death and injury

Understanding the mind of an Active Shooter ? Generally speaking they have intended targets/victims and will search them out They desire to kill or seriously injure without concern for his/her safety or threat of being caught Suspect(s) may accept other targets of opportunity while searching for or after finding their intended targets Will continue until stopped by officers, suicide or other intervention hostage, (concealed carrier) etc.

The Scenario February 7th @1pm hours Plattsburgh time It came to the directors attention that they have an employee by the name of Rascal Rabbit who has been caught pilfering the loose change from the cash box. Rascal has been an employee with this company for a number of years. The director informed Rascal that his position with the agency has been terminated and called their security to escort the thief from the building. Security staff reports to the receptionist while escorting Rascal from the building he made a comment saying “they will regret treating me like this you will see”!!

Ok now what do you do?? Who should be informed of Rascal’s behavior?? What are your concerns?? What actions would you consider taking?

A couple of months go by Back at the office its Monday morning 9am, you are at your desk and you hear popping noises in the parking lot. Now you hear screaming and an employee runs by your building’s window yelling run, run he’s got a gun

What should you do now!!! What actions should you take? How are you going to communicate with other employees?? Who is in charge of this situation??

Decisions, Decisions You decide to shelter in place in an office and you secure the door Now the popping noises seem to becoming from inside down the hall. You hear yelling and screaming just outside your door What do you do Now you hear banging on your door from a co-worker appealing to get in now what??

Situation continues What actions should be taken to secure the area? Who is responsible to contacting law enforcement? a. What information do you provide them? What are you telling your employees to do?

Now what ? What actions should you take to make sure your office remains secure? What additional concerns do you have at this time ?

Update, Update!! You hear someone trying to open the door to the room you are in, Then several really loud shots ring out!! What should you do? After a few minutes of silence, it appears the shooter may have moved on Now what do you do??

Using your senses What is your immediate concerns at this time? What do you tell any of the coworkers that are sheltering in place with you?

Time ticks by and nothing About an hour goes by and you still do not hear any noises outside your door What do you do? Employees are receiving calls from family members who have learned of the active shooter incident in your building You can see Emergency personnel outside, several of the employees sheltered with you are expressing desires of leaving Who is responsible for deciding when it is safe to leave the secure area? How will family members be contacted?

Law Enforcement Law Enforcement arrives outside your office door and directs you to evacuate the building now What should you do? Are you sure it is the police? How do you know it is the police?

The Scene How do you or your company prepare the employees for the disturbing scenes they may encounter as they evacuate and exit the building? Who is responsible for communicating with law enforcement? What concerns do you have leaving your office unsecured?

You have made it outside Once outside the employees are being asked by news reporters about what they experienced What do they/you do Who is responsible for communicating with the news media? What information will you give them Can you control the media from talking to other employees?

Getting Home!! Some employees do not have their car/house keys that were left in the building and are worried about how they will get home What should they/you do? If the Police allows someone into the building to get employee keys who should go in? How will your employees get home if the police say no entry

It’s a crime scene!! Law enforcement has determined the property is a crime scene, they are telling management that they will not release the property and building for at least a week or longer!! Who initiates business continuity plans? What else needs to be considered? How is information being disseminated to the employees?
