Climate Action Plans Adopted by Cities and Counties Roadmap to reduce greenhouse gas emissions Provides regulatory benefits if qualified Community Emissions Inventory & forecast of future emissions Targets for emissions reductions consistent with state goals Quantified reduction measures and monitoring Environmental review and public process

Drafting a CAP – A three step process See if you need local measures If not, can you do it with only City/County operations? If not, get reductions from the private sector

Step 1 – Do you need local measures? State measures achieved 2020 goals 1990 GHG levels by 2020 (AB 32) State measures alone will not achieve 2030 goals 40% below 1990 levels by 2030 (SB 32)

Step 2 – Public Fleets City of Sacramento County of Sacramento 75% emission reduction from public fleet by 2020 Renewable Diesel County of Sacramento Replace small and mid-size sedans with hybrids Elk Grove 12-15% alt/hybrid in fleet

Step 3 – Private Sector City of Sacramento General Plan Policy M 1.5.4 The City shall support its partner agencies in their efforts to remove gross polluters and rapid adoption of zero- and low-emission vehicles in the regional fleet Elk Grove Environmentally Preferable Purchasing

Lessons for Fleet Managers Public Fleets Reductions in operations are easier and more politically palatable than requirements on the greater community Private Fleets Clean fleet contracting may be in your future

AQMPs - The Development Community Air Quality Mitigation Plans Often for large projects or new growth areas Typically between 15% – 35% reduction target Greenhouse Gas Reduction Plans In areas without qualified Climate Action Plans May be required to achieve no-net increase

Sustainable Fleets can count as mitigation Performance standards need to be met before building permits issued Infeasible measures can be swapped out with fleet reductions Drop in fuels can be used Folsom Dam Raise must use low carbon fuel or purchase carbon credits
