BACKGROUND AND JUSTIFICATION OPPORTUNITIES AND RISKS FOR LABORERS

Globalization and economic integration in the world and will bring enormous opportunities for trade, increase employment. Workers are able to move not only in the domestic labor market but also internationally. Along with opportunity, workers also face risks at work and in their lives.

These risks are: Easy to lose their jobs. Some groups of workers are not promptly adapted to changes in technology businesses. Some groups of workers are not under pressure of work led to stress or crisis. Workers may be impoverished because of the treatment of the employer or effects of global economic...

SOCIAL SECURITY IN VIETNAM IN THE CONTEXT OF INTEGRATION PARTIES INVOLVED SOCIAL SECURITY IN VIETNAM IN THE CONTEXT OF INTEGRATION

In Vietnam, workers bear the impact, the implications for particular traits, such as: - As an economic transformation, the labor sector in the state is in a long time the leading force of the economy. So, parts of them were too familiar with how to think, how to make the subsidy model.

- Workers in sectors outside the State, especially the private sector has time been regarded as "second-class workers." So, in professional activities, in behavior, some enterprises have not been thought out or thought "quick hit, quick wins." So many companies business in this kind will be bankrupt before making a new investment wave, can not stand before the "attack" of foreign enterprises with all the ways business.

- Meanwhile, workers in enterprises, the production and business establishments will fall hard, not many people will fall into poverty is. Also, with the regulatory social responsibility, all the employers who also have responsibilities for employees when they face risks in career and in life.

Foreign investment into Vietnam will stimulate business activities in the country. Many businesses, many new industrial parks are set up. At that time, part of rural residential land lost; other part will attract to work in industrial zones, urban areas. However, these movements do not all succeed, many will fall into the hands unskilled, technical expertise is not available, just do the simple job in business. These people who are most at risk have been fired, were taken from the production line. When they returned home nor been by no longer farms, in the city, the municipality is not complete because there is no jobs, no shelter ... Who will help them in times like these if not the Social Security system.

Although the market economy, Vietnam is still basically an agricultural country. Rural workers who now and in future always faced risks. These risks make rural workers and their families affected very much, and also those who are poor or repoverty. Who are the most positive support for rural workers in times like that, if the network is not Social Security ...

OBJECTIVIES I want Viet Nam have a good policies for all worker, especially rural workers. Viet Nam bulit up a progessive, stable and fair industrial relation. Worker have a good life.

ACTIVITIES Vietnam need to change the direction of the new variety of rich forms and methods of implementation. In other words to create social safety nets are layered, multi-layer, based on the principle of shared responsibility and social justice done, is done in many ways, methods, and different measures.

Viet Nam need to build networks Social Security as shielding grid, the best protection for members of the society before any "social event" disadvantage. Also, should improve the quality of health care, improving quality of life of the strata.

Training and retraining for rural worker to increase working skill, knowlegde, civilization; and maybe Help workers understand labor law; Help workers understand and implement industrial working style Have a good policies about housing for poor and immigrant worker (social housing)./.

Main Social protection and Social sucurity in Vietnam Major social protection schemes for workers: Social insurance: base on the Labour Code, employer have to pay for worker and employee contribute apart of their salary. It includes pension, illness, maternity leave, accident at work, death. In addition, the National Assemply adopted the unemployment insurance and became effective from 1st January 2009. Medical insurance: help workers both private and public sectors cost reducing when they see doctor. Hospitals, and health services : all children under six years old are free to see doctor, subsidized by government. Besides, Government has some policies for elderly.
