Four focal points for European Semester consultation Preparations for the EU Spring Summit Preparation of the Dutch National Reform Programme (NRP) Adressing the country specific recommendations in The Netherlands Work Programme of the European Commission Even more important in the new European Semester = Umbrella for EU 2020 and Stability & Growth Pact and macro-economic imbalances procedure = Framework for domestic implementation

Focal point: EU Spring Summit Annual Growth Survey = start European Semester Formal consultation with Minister of Economic Affairs on eve of EU Spring Summit Prepared in SER-committees Joint discussion paper is sent to the Minister in advance Follow-up consultation of social partners after Spring Summit by senior civil servants

Focal point: Dutch NR Programme Priorities European Semester Adressing country specific recommendations Progress with Dutch Europe 2020 strategy NRP is responsibility of Dutch government Consultation of stakeholders: kick-off meeting in January = social partners, local governments, (NGO’s) Consultation on draft chapters, more time for discussion Social partners and local governments contribute annex to NRP

Focal point: Recommendations to NL Briefing of social partners on country specific recommendations Implementation is government responsibility Government must reply through NRP Government consults social partners on NRP So social partners are consulted indirectly on country specific recommendations and implementation New: country report presented by European Commission representatives to Dutch social partners (1 March) So social partner consultation before publication of country specific recommendations

Focal point: Work Programme European Commission The SER-committee on Europe monitors the work programme on relevance for current/ coming advisory reports

4. Conference on Decent Work in Europe Monday 30 May 2016 The conference will focus on how social partners at various levels, in co-operation with governments and the EU, can contribute to the promotion of decent work in the 28 member states. Europe 2020/ contribution of social partners Corporate Social Responsibility Labour migration and decent work This is still work in progress.
