Working Group 1 Evaluating local and institutional measures Key Messages 17 May 2017

1. What do you think of the evaluation template? The template is good and clear, well structured, logical Highly applicable Helpful links and examples, but more are needed Could be more dynamic, interactive Translate to national languages Evaluation plan for policy makers http://www.cedefop.europa.eu/en/publications-and-resources/toolkits/vet-toolkit-upskilling- pathways/evaluate/evaluation-plan-policy-makers Evaluation plan for education providers and practitioners http://www.cedefop.europa.eu/en/publications-and-resources/toolkits/vet-toolkit-upskilling- pathways/evaluate/evaluation-plan-providers-practitioners

2. Do you think it will help you to develop your monitoring and evaluation approach? Yes, it follows a scientific approach Yes, with some adaptations Differences among countries in data collection (availability) Flexibility in the use of it (guidance and support  teachers) When feasible, counterfactual approach (control group approach) Task 2 needs more examples – could look like a tutorial (word & online)

3. Which steps you found easier to implement? All steps follow logical and sequential approach Step 1 is the easiest to implement Step 3 very helpful, simple, logical, provides helpful links

4. Which steps are more challenging? Who will use it, in which context? Good for internal use, for quality management Teachers will need time/support How to determine timeframe of the evaluation? Collecting and analysing data is the most challenging part Identification of the core indicators, criteria for evaluating group performance are challenging What to do with the results?  Policy makers say data produced will help decision making Evaluation needs time, resources, expertise – but worth the investment
