Working Group Public Health JHAQ 2016 Data collection In 2016, the data collection of health care expenditure and financing statistics will be mandatory for all EU MSs and EEA countries under the new Commission Regulation on healthcare expenditure and financing statistics. Based on SHA 2011 methodology 26-27 November 2015 Working Group Public Health

JHAQ 2016 Data collection 2. Template for submitting the Data An “empty” default file will be sent to countries for filling in their data for the reference year 2014. Countries are encouraged to use this “empty” default file in case they want to re-submit revised SHA data tables, as no prefilled historical data files will be sent to them in 2016. 26-27 November 2015 Working Group Public Health

Electronic submission of Data and Metadata – eDAMIS Article 4(2)  use of eDAMIS for data submission Dataset identifiers: HCSHA_2011NAT_A_ (for the data) HCSHA_2011MET_A_ (for methodological information) Dataset Identifiers for SHA 2011 are distinctively different from those used for SHA 1.0 data Automatic forwarding of files to OECD and WHO Use eDAMIS also for submitting revised data 26-27 November 2015 Working Group Public Health

Calendar Mid-January 2016: JHAQ 2016 sent to countries (reference year: 2014) Article 4(6)  Deadline: 31 May 2016 Gentlemen’s Agreement (DSS, April 2014): countries are kindly requested to submit their data by 31 March 2016, whenever this is possible. countries will make all possible efforts to deliver as soon as possible to Eurostat data for as many historical years (before 2014) as possible. 26-27 November 2015 Working Group Public Health

Validation and other clarifications Common (OECD, Eurostat, WHO) data validation All correspondence concerning the SHA data collection should be addressed to all three organisations If countries need to submit a revised version of the joint questionnaire, they shall use eDAMIS also for the submission of the revised data. 26-27 November 2015 Working Group Public Health

New IT tools in Eurostat Eurostat: new corporate IT solution for the production of statistics on health expenditure and financing according to the standards set out in the CR The whole production chain is covered: reception of data through eDAMIS, validation of data, computation of indicators and publication on Eurobase Excel files are supported any future developments regarding SDMX will coexist with modules based on Excel 26-27 November 2015 Working Group Public Health

New IT tools in Eurostat Minimum requirements for the IT tool: The format of the Questionnaire is not to be modified in any way (i.e. no new row/columns are either deleted or added) All filled data are in numerical format (e.g. the use of dashes or white spaces will result in an error) All data and metadata are to be submitted through eDAMIS All revisions of data and metadata are also to submitted through eDAMIS 26-27 November 2015 Working Group Public Health

JHAQ 2016 Data collection 8. Dissemination of results Data dissemination is subject to completion of data validation. A specific metadata file will have to be compiled for user benefits, based on the information provided by countries and the results of the validation process.
