Articles of Confederation A national government that had few powers, because Americans were afraid of tyranny. Gave most of the power to the states. Had to be ratified or approved.
Northwestern Territory Land Ordinance of 1785 sent out surveyors to stake out 6 mile square plots. Northwest Ordinance(1787)-described how the Northwest Territory was to be governed.
Shay’s Rebellion Debt laws were strict so a lot of people were in jail. Average taxes owed was $200 a year. Daniel Shay marched with 1,500 to a federal arsenal defended by 900 troops. Shay was defeated. Showed the weakness of the Articles of Confederation and a need for a stronger National Government.
Constitutional Convention Shay’s rebellion frightened people to act. 55 delegates showed up in Philadelphia. George Washington served as President of the convention.
Virginia Plan 3 branches of Government Legislative which made the laws. Executive which enforced the laws. Judicial which interpreted the laws. Two houses in the legislative branch both based on population Large states liked this plan.
New Jersey Plan Small states liked this plan. Legislative have one house. Each state would have one vote in legislative.
3/5 Compromise 5 states have already banned slavery. South wanted slaves to count. North did not want slaves to count. Compromised to only three fifths of the slave population would be counted.
Congress Control and promote commerce. Make money. (Articles of Confederation both the national and state governments could make money, which made things confusing) Make treaties with Indians.
Ratify= Approve 2/3 of the states must ratify the constitution before it is put into place. A big debate begins to ratify or not.
Federalists vs. Antifederalists Federalism- where the national and state government work together. Federalist- Someone who supported the Constitution. Antifederalist- Someone who did not want the Constitution.

Ratification 2/3 of the states ratified but there were still some important one that did not. George Mason- Virginian who thought there should be a bill of rights along with the Constitution. James Madison was asked to write them.
