The workshop will determine if… Actions will be needed on the EU level including amending Decision 280/2004/EC and its implementing provisions… to ensure that: EC will not assume any risks in its submission to the UNFCCC EC’s credibility is preserved The EU ETS is bringing the “advertised” emission reductions The burden of proof for no further action lies with the MS
