State of Emergency Communications in Bucks County July 2012 Presented at the Warminster Amateur Radio Club meeting

Recent changes: EPA Section Manager: Bob Famiglio, K3RF District 1 DEC: Dick Steward, K3ITF Bucks County EC: Michael Sabal, KB3GJT

Recent discussions: ARES vs. RACES What kind of organization is BCARES? What is our primary function?

Public service vs. Emergency Communication Public service: - Planned events - Non-profit fundraisers - “Eyes on the ground” - Mostly voice communications - Coordinated by individuals with club support - Loose chain of command

Public service vs. Emergency Communication Emergency Communication: - Unplanned events or scheduled drills - Activated at government request - Complementing first responders - Mostly digital communications - Coordinated by standard operating procedures - Strict chain of command (ICS,NIMS)

EmComm is very different from what it used to be!

1. Greater emphasis on advance training. 2. We are a team, not lone rangers. We work alongside other teams. We are not superheros! 3. Talking is the SMALLEST part of our job. Observing is first. Encourages greater use of undeployed home or mobile stations. This does not lesson the need to be operationally and technically proficient.

Digital modes: APRS - aprs.fi, Google Earth, UI-View, - APRSISCE Winlink - OutpostPMM, RMS Express - AirMail, PacLink NBEMS - fldigi, flwrap, flmsg SSTV - MMSSTV
