Civil War Legislation

Civil War Legislation Freedmen’s Bureau Acts (1865-1866) Offered assistance, such as medical aid and education, to freed slaves and war refugees. Civil Rights Act of 1866 Granted citizenship and equal protection under the law to African Americans. Reconstruction Act of 1867 Abolished governments formed in the former Confederate states; divided those states into five military districts and set up requirements for readmission to the Union. Enforcement Act of 1870 - Protected the voting rights of African Americans and gave the federal government power to enforce the 15th Amendment.

Civil War Amendment 13th Amendment - 1865 Abolished slavery. “Neither slavery nor involuntary servitude, except as a punishment for crime whereof the party shall have been duly convicted, shall exist within the United States.”

Civil War Amendment 14th Amendment – 1868 Provided a constitutional basis for the Civil Rights Act of 1866, which gave African-Americans citizenship and forbade states from passing discriminatory laws – black codes – that severely restricted African-Americans’ lives. “all persons born or naturalized in the U.S. citizens of the country. All were entitled to equal protection of the law, and no state could deprive any person of life, liberty, or property without due process of law.” States that prevented male citizens from voting would lose a percentage of their congressional seats. Barred most Confederate leaders from holding public office.

Civil War Amendment 15th Amendment – 1870 States that no one can be kept from voting because of “race, color, or previous condition of servitude.”
