LUCAS Advisory Group Meeting LU/LC Classification & INSPIRE compliance 11. June 2013
INSPIRE Directive Directive 2007/2/EC “INfrastructure for SPatial InfoRmation in the European Community (INSPIRE)” geographic or spatial information should be: ACCESSIBLE (services, data sharing) COMPARABLE CONTENT (harmonised data) DOCUMENTED (metadata)
LUCAS Classifications examined INSPIRE Compliance Regulations for INSPIRE Annex II and III data sets Overall good agreement between the 2 classifications LUCAS needs to be fully INSPIRE compliant LUCAS Classifications examined LUCAS land cover survey classification – INSPIRE PLCC LUCAS land use survey classification – INSPIRE HILUCS
1) LUCAS land cover & INSPIRE PLCC INSPIRE Pure Land Cover Components (PLCC) - pure land cover classes - high level classification (limited granularity) - complete mapping for all classes required LUCAS land cover survey classification Mixed classes more details higher levels are extremely close to INSPIRE PLCC only adjustments needed will be discussed
LUCAS land cover – mixed classes C00 Woodland Areas covered by trees with a canopy of at least 10% D10 Shrubland Areas dominated (more than 10% of the surface) by shrubs and low woody plants include sparsely occurring trees with a canopy between 5 and 10%. E10 Grassland Land predominantly covered by communities of grassland, grass-like plants and forbs, including sparsely occurring trees (the canopy is between 5 and 10 % and the total of the tree and shrub canopy is between 5 and 20 % of the area). E30 Spontaneously re-vegetated surface Mostly agricultural land which has not been cultivated this year or the year before. Also clear cut forest areas, industrial brown fields etc. PATTERNS of PURE CLASSES Bare surface (u/c) Herbaceous plants Shrubs Broadleaved forest trees Coniferous forest trees … Impacts mainly on the field survey
Salt or brackish water Classes to be extended Salines Chemical Deposits include all chemical deposits e.g. gypsum Coastal waters Salt or brackish water include all salt water bodies & brackish water Inland water Fresh water
2) LUCAS Land Use & INSPIRE HILUCS Hierarchical INSPIRE Land Use Classification System (HILUCS): - hierarchical classification (3 levels) - mapping can be done at any level - secondary production (raw, heavy, light, energy) - comparison based on HILUCS classification AIM: mapping LUCAS to INSPIRE level 2
Main subdivision is the same (LUCAS, INSPIRE): Primary production Main subdivision is the same (LUCAS, INSPIRE): - Agriculture - Forestry - Aquaculture & Fishing - Mining and quarrying INSPIRE HILUCS = NEW LUCAS - Agriculture: include farm dwellings - Add "Other primary production" (hunting, migratory animals, natural products)
well suited for evaluating the environmental impact Secondary production Current LUCAS is based on sectors, e.g. manufacturing of textiles, wood etc. INSPIRE HILUCS - Raw industry - Heavy end industry - Light end industry - Energy production New LUCAS - Raw industry and heavy end industry - Light end industry: food, drinks, tobacco - Other light end industry - Energy production well suited for evaluating the environmental impact
Detailed table (see Annex to the paper) LUCAS LU SU 2012 LUCAS LU SU 201x LUCAS classes NACE rev. 2 classes and description Proposed LUCAS 201x classes and description U220 U221 10, 11, 12 Manufacturing of food, beverages and tobacco products Light end product industry: food U222 13 Manufacturing of textiles new U223 Raw industry and heavy end product industry 14 Manufacturing of wearing apparel new U222 Light end product industry: other 15 Manufacturing of leather and related products U223 19 Manufacturing of coke and refined petroleum products 24 Manufacture of basic metals 25 Manufacture of fabricated metal products, except machinery and equipment U224 23 Manufacture of other non-metallic mineral products U225 20 Manufacture of chemicals and chemical products 21 Manufacture of basic pharmaceutical products and pharmaceutical preparations 22 Manufacture of rubber and plastic products U226 18.2 Reproduction (in the sense of copying) of recorded media 26 Manufacture of computer, electronic and optical products 27 Manufacture of electrical equipment 28 Manufacturing of machinery and equipment n.e.c. 29 Manufacture of motor vehicles, trailers and semi-trailers 30 Manufacture of other transport equipment 31 Manufacture of furniture --> not subgroup wooden furniture 32 Other manufacturing U227 16 Manufacturing of wood , wood products, cork, except furniture; manufacture of articles of straw and plaiting materials 17 Manufacture of paper and paper products 18.1 Printing and related services Manufacture of furniture --> only subgroup wooden furniture
INSPIRE HILUCS = NEW LUCAS Tertiary production INSPIRE HILUCS = NEW LUCAS “Commerce, finance and business”: - include "production of videos, motion pictures, music and the broadcasting via radio or television" in (before in “Amenities, museums and leisure”) (coherent to current NACE)
Main subdivision is the same (rail, road, air, water) Transport Main subdivision is the same (rail, road, air, water) INSPIRE HILUCS = NEW LUCAS - include supporting infrastructure in transport means - transport via pipelines: to be included in the respective utilities (e.g. gas, oil, …) Utilities - transport via pipelines: to be included in the respective utilities (e.g. gas, oil, …)
Logistical and storage service INSPIRE HILUCS = LUCAS - remove “Support activities for transportation” (e.g. operating of airports, harbours…) to be included in the transport infrastructure
INSPIRE HILUCS = NEW LUCAS "OtherUse" INSPIRE HILUCS = NEW LUCAS - include (e.g. OtherMiningAnQuarrying, OtherIndustry) - assuring a full coverage of activities
Conclusions - some fine tuning - update document for next LUCAS - update software for next LUCAS
