Outline Ontario Midwifery Program (OMP) New Practice Proposal Requirements Assessment Criteria Questions/Discussion

OMP: Who We Are Ministry of Health and Long-Term Care (MOHLTC) – Ontario Midwifery Program (OMP), with 4 staff members 18 Transfer Payment Agencies (TPA) 85 Approved Midwifery Practice Groups (MPGs) in Ontario Over 700 midwives registered in Ontario Approved funding for up to 24,500 courses of care in 2013-14 (~12% of births)

How do you get started? Engage your local Transfer Payment Agency (TPA) The TPA can provide you with the relevant application materials including the list of requirements and a checklist Begin the proposal development early to ensure the application is comprehensive and thorough

OMP: Budget Request/Budget Approval Process OMP sends funding packages to Minister OMP prepares the funding packages, including new practice proposals May June July August September April October November December January March February OMP receives the Minister’s approval OMP sends approvals to TPAs TPAs send Budget Requests to OMP TPAs provide written approvals to MPGs MPGs send Budget Request to TPAs New practice proposals submitted to TPAs TPAs provide Budget Request packages to MPGs TPAs submit new practice proposals to OMP OMP provides Budget Request packages to TPAs

New Practice Proposal Requirements An introduction of your proposed practice Provide an introduction of your new practice and the names of midwives who will be part of your practice and a brief description of their background and experience A Letter of Professional Conduct (LOPC) from the College of Midwives of Ontario (CMO) is required for each midwife submitting a new practice proposal

New Practice Proposal Requirements (cont’d) Define the catchment area you propose to serve Provide a detailed description and map of the boundaries of the proposed area by city, town and all outlying and bordering communities Also indicate where midwifery services are already available in relation to your proposed service area Rationale for Establishing New Midwifery Practice Outline the need for a new practice in the proposed community, including demographic statistics and unaccommodated client information

New Practice Proposal Requirements (cont’d) Support of Community Stakeholders Include support letters from Local Health Integration Network, local hospitals, local primary care providers and organizations, adjacent midwifery practice groups, and other relevant community stakeholders Human Resources Plan Provide a rationale for the number of base courses of care requested Provide a 3-year human resource recruitment strategy/plan to support the proposed practice group’s plans of expansion, if applicable

New Practice Proposal Requirements (cont’d) Proposed start-up date Rationale for start-up date Indicate staggered start dates of midwifery staff and the proposed practise group promotional strategy (for the first 3 years) if applicable Conclusion Prepare a brief summary of the proposal outlining the main points supporting the request for a new midwifery practice group

Assessment Criteria Thoroughness Well-organized, detailed and complete package Client Demand Demonstrate client demand for midwifery services by providing supporting evidence of client demand within the proposed catchment area Demographic information, environmental scans and unaccommodated client data Community Support Demonstrate that the proposal has community support Include letters of support from various agencies and local health care providers

Assessment Criteria (cont’d) Years in Practice Establishing a new practice requires can be onerous and requires midwives to be able to focus on the demands of a new practice while practicing at the same time Number of Midwives Demonstrate how midwives can provide secondary care coverage If a solo practice, an Alternate Practice Arrangement with the CMO will be required
