What is Envision 2016? The Board of Directors has set aside up to $200,000 for Envision 2016 grants Multiple grants between $25,000 - $100,000 Number of recipients could range from 2-8 If an insufficient number of qualified applications are received, the total amount awarded could be less than $200,000.

Eligibility Requirements 501(c)(3) non-profit public charities, churches, and government agencies A collaborative project with at least two organizations involved (more are encouraged) Applications must be between $25,000 - $100,000

Eligibility Requirements Cont. Projects must focus on one or more of the following: Arts and Culture music, dance, theater, visual arts, literary arts, historic preservation Recreation festivals, fairs, parks, pathways, community centers, playgrounds, fields, neighborhood associations Education literacy, increase in educational attainment for adults and/or youth Youth youth advancement & leadership development (youth leagues, 4-H, boy/girl scouts, etc.) Economic Development workforce development, promotion of Putnam County, increase appeal for business relocation

Eligibility Requirements Cont. New projects are preferred Existing projects will still be considered Clearly defined operating and evaluation plans Sustainability plan desired, if appropriate Lead Organization Minimum Score of 18 (out of 27) on Lead Organization Self-Assessment

Review and Selection Process Proposals will be evaluated in four broad areas: Is the lead organization capable of implementing the project and serving as its fiscal sponsor? Does the project address community needs in a creative and collaborative manner? Is the project practical, achievable, and sustainable? Will the project benefit from other funding—either in matching dollars or funds outside the county? Proposals will be reviewed at various stages by Community Foundation staff, Grants Committee, and Board of Directors Applicants may receive a site visit in October or November from PCCF staff, Grants Committee, and/or Board of Directors

Lead Organization Self Assessment 1. Organization has a strong sense of itself and a positive image within community Does the organization have a clear mission statement? Are the programs and services of the organization mission-focused? Are organization’s goals/objectives written, Board of Director approved, realistic, and obtainable? Does organization have method to measure results of activities? Can the organization demonstrate it has community support?

Lead Organization Self Assessment 2. Organization is financially stable Are adequate funds available to support the operational budget? Has the organization had a balanced budget the past 3 years? Does the organization have multiple & varied funding sources? Has the organization reached fundraising goals for the past 3 years? Is the organization free of debt? Does the organization have operating reserves? Does the organization have a written internal financial controls policy? Does the organization have external audit or review annually?

Lead Organization Self Assessment 3. The organization has committed, qualified and responsible Board of Directors, staff and volunteers. Does the entire Board of Directors contribute financially to organization? (Does not apply to governmental agencies.) Do Board of Directors/staff/volunteers have defined roles in project? Is the organization free from major issues that might negatively impact the project? Is the organization fully prepared to take on the time and expenses that coincide with the project? Does the organization have a qualified person willing to lead the project?

Lead Organization Self Assessment 4. Timing of a major grant project is important. Is the organization free of major/numerous leadership changes within the past year? Does the organization have all Board of Director positions filled, per by-laws? Did the organization have quorum at all regularly scheduled board meetings in past year? Does the organization have people involved who have experience, education or special talents beneficial for the project? Does the organization have substantial ( ¾ or more) Board of Directors support for the project? Will all Board members contribute financially to the project? (Not applicable for government organizations) Does the organization prohibit organizational compensation for Board members? (Not applicable for government organizations) Have the organization’s Board members or volunteers attended a Nonprofit Learning Series workshop in the past year? If so, what? Do Board members review and commit to the organization’s conflict of interest policy annually?

Key Dates July 7, July 8, and July 10, 2014 September 30, 2014 Community forums September 30, 2014 Proposals due to the Putnam County Community Foundation office by 5pm October – November 2014 Proposal evaluation October 15 – December 15, 2014 Site visits January 24, 2015 Grant awards announced at Greater Greencastle Chamber of Commerce Annual Meeting March 2015 Grant period begins September 30, 2016 Projects completed December 11, 2016 Celebration of completed projects at the Putnam County celebration of the Indiana Bicentennial
