Post-16 update on funding, performance and data May 11th 2010, LEACAN Summer Network Meeting Nick Linford Head of the Pearson Research Institute

Funding, performance and data update > The political divide > The 2010/11 allocations > The direction of travel > Summary of 16-18 funding for 2010/11 > Summary of 19+ funding for 2010/11 > Consequence of data divide > Bedtime reading for 14-19 Advisers > Some big 14-19 post-election questions

? ? As of April 1st 2010 the data requirements and funding policy (eligibility, rates and methodology) divide will widen further

2010/11 demand-led funding (England) Learners 19+ ER 16-18 LR (FE) 16-18 LR (FE) 19+ ER 4m £7.5bn Adult LR (FE) 16-18 Appren 16-18 Appren Adult LR (FE) DCSF BIS

Direction of travel for 2010/11 16-18 LR (FE) 16-18 Appren Adult LR (FE) 19+ ER Funding + 12.2% + 6.6% +0.1% -11.5% + 23.3% Learners + 10.4% + 1.1% - 25.3%

16-18 plans for 2010/11 No rate increase In-year adjustments between providers Challenge expensive colleges/programmes Roll-out of Functional Skills (LR rates remain unlisted for colleges) 14-19 Qualification Strategy (incl. QCF)

16-18 allocations for 2010/11

19+ rate cuts for 2010/11 <-?-> <-?-> <-?-> Adult-responsive (FE) Employer-responsive* 3% rate decrease (19-24 Appren) 3% rate decrease <-?-> 50% fee element 13% rate decrease (25+ Appren) 14% SfL weighting reduction <-?-> 6% rate decrease (Train to Gain) Massive developmental learning cuts (plus switch) <-?-> 25% large employer rate decrease 7%-25% allocation cut (plus the persistent underperformance issue) <-?-> 50% fee element (incl. non-first Level 2 TtG) *Including carry-in instalments

Key points: > Two government departments, for now with different agencies and funding priorities > Adult funding budgets and funding rates are being cut for all 19+ > Higher fees expected from adult learners and employers (plus a fees review) prioritising firstness and fullness > 16-18 = full participation 19+ = rationing and efficiencies QCF?!?!

To determine funding eligibility Consequences of data divide in action : QCF JACQA (15 organisations) & DCFS YPLA 14-19 OfQUAL (accredit quals and put on NDAQ) Data Service To set funding rates To determine funding eligibility Adult Skills Funding Agency SSCs, UKCES RDAs, NAS SFA & BIS Tip: This can take 6+ months. Monitor the LAD closely. Learning Aim Database Available for funding

Bedtime reading for 14-19 Advisers YPLA funding guidance due end of May

Some big post-election questions Will the age of participation be raised to 18? Could the school leaving age be lowered to 14? Will there be a 14+ national funding regime or will local authorities want their own methods? Will the 14-19 curriculum pathways survive? In what shape would MoG survive? A Liberal Democrat Education Minister? (still possible as at 21.16 on 10/05/10)
