Pothole Predicament Mark Stevens Highways UK 8th November 2018 Assistant Director Operational Highways Chair of the ADEPT Engineering Board Continuing with original project partners Atkins, Kier, Ringway, EY and O2 – and now DfT. We have commissioned WSP to produce business cases (see slide) 1. Getting to grips with data The development of a ‘data platform’ which will aggregate transport, mobility and other relevant data for the benefit of ADEPT members, strategic partners (such as Highways England, TfL, TfN, TfSE, TfWM, Midlands Connect etc.) and 3rd party consumers (app. developers, other data aggregators, general public etc.). The project will consider data sources, applications, infrastructure, user experience/needs and maintenance requirements 2. Highways and AV 'live labs' The development of a ‘live lab’ application(s) in a variety of settings (including new settlements, suburbs and market towns) with a view to using innovative, intelligent solutions to achieve a step change in the performance of all types of local roads. The live lab would encompass materials, communications and energy latest thinking and support anticipated technology changes and future network usage such as electric, connected and autonomous vehicles across all use cases (passengers and freight). 3. Knowledge hub 'aggregator' A knowledge hub ‘aggregator’ which draws upon trusted news, research, policy, strategy and other sources to provide an accessible single source of relevant information for ADEPT members through a simple portal. The solution should be stand alone and require minimal human maintenance, using AI techniques, apart from the updating of source material. Business cases completed by Summer 2018 – will then be seeking funding and delivery partners

Pothole formation Potholes form by water penetrating the top surface & repeatedly going through the ‘freeze/thaw’ cycle. With high ground water levels, damage occurs above and below the road surface, particularly on roads of limited thickness of ‘bound material’ Continuing with original project partners Atkins, Kier, Ringway, EY and O2 – and now DfT. We have commissioned WSP to produce business cases (see slide) 1. So, how will ADEPT tackle this? Work with Brunel University & University of Nottingham Work with the RAC Foundation on ‘SCANNER’ data Develop better road condition assessment techniques through the Engineering Board members Following the call for evidence to the Transport Committee inquiry into local roads funding and governance, push for higher levels of sustained funding Promote the new ADEPT Policy Position Statement on Highway Maintenance Promote the new joint ADEPT/DfT Pothole Predicament Guidance document Continuing with original project partners Atkins, Kier, Ringway, EY and O2 – and now DfT.
