REGIONAL COMMISSIONS MANDATE AND RULES ►Chapter III (Art 12 to 17) of the General Rules of the OIE (1973) Set up of Reg. Com. in view of furthering any of the objectives of the OIE in one or more of the regions of the world Bureau of each Reg. Com. composed of: ● a President, ● two Vice-Presidents ● a Secretary General Elected by the Committee from among the Members on duty of the Committee, for a period of 3 years. Eligibility for reelection

REGIONAL COMMISSIONS MANDATE AND RULES Duties of each Bureau : ● Meet at least once a year ● Report on their activities to the Committee during the General Session ● Submit recommendations to the International Committee ● To promote cooperation, study specific problems encountered by Veterinary Services and organise cooperation activities at regional level

REGIONAL COMMISSIONS SITUATION Five Regional Commissions created by the OIE : ● to study specific problems encountered by Veterinary Services ● to organise cooperation activities at regional level AFRICA AMERICAS ASIA, FAR EAST and OCEANIA EUROPE MIDDLE EAST

REGIONAL COMMISSIONS REGIONAL CONFERENCES Regional Commission Conferences are organised once every two years in one of the countries of each region. Are devoted to: ● technical items ● regional cooperation in the control of animal diseases. Examples: 23d Conference, Vilnius, Lithuania, Sept 2008 : - Tech. item 1 : Practical application of the concept of Compartmentalisation - Tech. item 2 (without questionnaire) : Strategy for Bluetongue control in Europe, including vaccination 24th Conference will be held in Kazakhstan in Sept 2010

REP. ►Resolution adopted by the International Committee in May 1995 Regional Representations are established under the responsability of a Regional Representative to provide OIE Members with regionally adapted services, in closer proximity, with a view to strengthening animal disease surveillance and control within a region. Currently: ● 5 Reg. Representations ● 5 Sub-Regional Representations

Regional Representations: ● Placed under the responsibility of a Regional Representative =>designated for 3 years by the DG after reception of the agreement of the Reg.Com. concerned ● Annual working programme drawn up each year in concertation with the Central Bureau ● Regular reports submitted to the Central Bureau on the implementation of the programme ● Promotion of training programmes for Chief Veterinary Officers, or other animal health officials =>Seek finance and organisation of such training sessions or seminars that the countries in the region deem necessary.

Funding: ● Specific resources volontary contributions from Members, governmental or non governmental organisations) 8,3 % of annual contributions of Members of the concerned region ● Shall cover 3 years : staff, operational costs ● Host country : make available offices and equipments and often provide additional financial contributions

Chief aim of the Regional Representative: ● Represent the OIE in all circumstances deemed appropriate by the DG ● Contribute to an improvement in the quality of information on animal diseases and the harmonisation of control methods used for these diseases, in close collaboration with national or international Animal Health Services in the region. ● Promote training programmes for Chief Veterinary Officers, or other animal health officials, particularly in seeking finance and organising such training sessions or seminars that the countries in the region deem necessary. ● Undertake or monitor the development of any other action that the OIE International Committee considers to be in the interests of the Member Countries in the region

WORK PROGRAMME IMPROVING VETERINARY SERVICES ►Seminar on PVS evaluation (January 08) Objectives: - Recall the rationale for VS evaluations, Familiarise the Delegates with the OIE-PVS Tool, Explain the procedures of OIE-PVS missions, Present the outcomes In order to convince all Members to benefit from the programmes

WORK PROGRAMME IMPROVING VETERINARY SERVICES ►Seminar on Follow-up of PVS evaluation (planned in January 09) Objectives: - Make the best use of PVS reports - Inform on the following steps (after a first PVS mission) : gap analysis, action plans, investment projects/programmes.. - Explain the procedures of OIE post-PVS missions In order to launch short, mid and long-term programmes for the improvement of VS in a sustainable manner.

WORK PROGRAMME IMPROVING VETERINARY SERVICES ► Training of OIE Delegates (November 2009) Objectives: - Provide information on OIE: organisation, mandates, procedures, programmes, conferences at global and regional levels - Recall the rights and responsabilities of OIE Delegates In order to obtain the involvement of all Delegates in OIE activities (transparency, standard setting, expertise..)

WORK PROGRAMME IMPROVING VETERINARY SERVICES ►Specific topics ● Veterinary Services and Border Controls (June 2008) Objectives: - Provide information on OIE standards as well as examples of EU regulation/procedures, countries’ situations, fight against smuggling - Share experience and strengthen cooperation between neighbouring countries, EU and non EU countries In order to improve veterinary controls at borders, allowing animal and animal product imports, while protecting the sanitary status of each country and avoiding the spread of animal diseases, including zoonoses.

WORK PROGRAMME IMPROVING VETERINARY SERVICES ►Specific topics ● Statutory bodies, private veterinarians and paraprofessionals in Veterinary Services (June 2008) Objectives: - Provide information on OIE standards as well as examples of organisation and activities of VSB+VS in EU and non EU countries - Explain importance of involving the private sector in the VS and regulating its activities In order to take advantage of all sectors to improve the capacities of Veterinary Services, clarify the responsibilities and define the ways to ensure compliance with ethical/technical requirements of quality of VS.

WORK PROGRAMME IMPROVING VETERINARY SERVICES ►Specific topics ● Veterinary Services and Food Safety (planned in 2009) Objectives: - Present the activities of OIE on Food Safety - Provide information on legal and technical issues related to food safety of animal origin (> at production level) - Explain the role and responsibilities of VS in the field of Food Safety In order to assist Delegates play an important role in their countries with regard food safety.

WORK PROGRAMME TRAINING OF FOCAL POINTS ►Focal points on Sanitary Information (April 2008) ● Countries obligations with regards notifications/reports to OIE ● Practical use of WAHIS web application ● Presentation and use of OIE database WAHID ►Focal points on food safety (planned in 2009) ►Focal points on veterinary medicinal products (planned in 2009)

WORK PROGRAMME NATIONAL SEMINARS ►Completion of the joint OIE/EC programme 2005-2008 on “Dialogue and common activities between the OIE Member Countries of the EU and the other OIE Member Countries of the Regional Commission for Europe”

WORK PROGRAMME INFLUENCE ON REGIONAL AND NATIONAL POLICIES ► Reg. Rep. : Permanent contacts of the Regional Commission and Regional Representation with representatives of the Governments and Parliaments of the countries of Europe Communication through mass media ► Reg. Sub Rep. : Permanent contacts with European Institutions, professional organisations and Embassies based in Brussels.
