Objectives EU Maritime Policy maximising the sustainable use of the oceans and seas reaching Europe's full knowledge and innovation potential delivering the highest quality of life in coastal regions increasing Europe's voice on international maritime issues raising the visibility of maritime affairs in Europe October 2007 ECASBA

Vision for EU Maritime Policy Overarching: support the formation of multi-sectoral clusters and regional centres of maritime excellence, and promote a European network of maritime clusters by 2010 bring forward proposals with a view to creating a Common European Maritime Transport Space namely: on a maritime transport strategy 2008-2018 on an initial list of Motorways of the Sea links by 2009 on the deployment of e-maritime services October 2007 ECASBA

Vision for EU Maritime Policy-2 autumn 2007 start consultation of stakeholders on concept of Common Maritime Space publish a White Paper on Maritime Transport (Strategy) maintain/institutionalise the maritime taskforce October 2007 ECASBA

Vision for EU Maritime Policy-4 Seaports: propose a new ports policy, taking account of the multiple roles of ports (October 17th 2007) bring forward proposals to reduce the levels of air pollution in ports examine regulations affecting establishment and operation of tourism and leisure ports and operation of cruise ships, to ensure their sustainable development October 2007 ECASBA

Vision for EU Maritime Policy-5 Environment: make proposals to diminish air pollution caused by ships and consider options for EU legislation to reduce their CO2 emissions (shipping included in emissions trading scheme) make proposals for dismantling obsolete ships in an environmentally and socially sustainable manner (08) push for an Implementing Agreement of UNCLOS on marine biodiversity in areas beyond national jurisdiction October 2007 ECASBA

Vision for EU Maritime Policy-6 work towards successful conclusion of international negotiations on Marine Protected Areas on the high seas (EU Strategy end of 2009) propose pilot actions to reduce the impact of climate change in coastal zones and to assess new policy approaches in this regard (Strategy 2008) propose an enabling regulatory framework for carbon capture and storage, providing environmentally acceptable options for sustainable carbon capture and storage (end 2007) October 2007 ECASBA

Vision for EU Maritime Policy-7 Fisheries: take action to ensure that the Common Fisheries Policy reflects the ecosystem-based approach of the Marine Strategy (4th quarter 2007) continue to work for elimination of the practice of discards and of destructive fishing practices (2008) put forward proposals to improve the safety of fishermen at sea (early 2008) propose a framework that will allow fishermen to act as Guardians of the Sea (early 2008) October 2007 ECASBA

Vision for EU Maritime Policy-8 Research and data: propose an EU strategy for marine and maritime research by 2008 support the establishment of a broad “European Marine Science Network” by 2009; address strategic cross-cutting maritime issues with appropriate interdisciplinary tools; support research programmes and innovative initiatives to predict and mitigate the effects of climate change on maritime activities and coastal zones October 2007 ECASBA

Vision for EU Maritime Policy-9 launch joint, cross-cutting calls under the 7th Research Framework Programme on strategic maritime issues establish an EU Marine Observation and Data Network (EMODNET) in order to bring coherence to the current fragmented initiatives that gather scientific data on the seas October 2007 ECASBA

Vision for EU Maritime Policy-10 Training: in co-operation with all relevant stakeholders, work towards establishing a Certificate of Maritime Excellence (end 2009) ensure that the qualification for seafarers goes beyond the Standards of Training, Certification and Watch keeping Convention requirements (end 2009) October 2007 ECASBA

Vision for EU Maritime Policy-11 Coastal Zones and Remote Areas: make available an evolving data base on all Community funding available for maritime projects (end of 2008) develop a Roadmap for the improvement of socio-economic data for coastal regions (2009) continue to promote implementation of the Recommendation on Integrated Coastal Zone Management (ICZM) in accordance with the Commission evaluation of ICZM in Europe of 2007 October 2007 ECASBA

Vision for EU Maritime Policy-12 propose a Community Disaster Prevention Strategy covering inter alia risks to which coastal regions are exposed work to optimise support for maritime projects in coastal regions and islands, under the range of community financing instruments available promote, within the framework of the Communication on the EU's outermost regions, the development of their maritime potential (2008) October 2007 ECASBA

Vision for EU Maritime Policy-13 International dimension: pursue its efforts to give the EU a stronger voice and role in key maritime agreements and organisations, and in relations with the EU’s strategic partners (Assessment 08 & Annual Scoreboard Ratifications) promote cooperation under the European Neighbourhood Policy and the Northern Dimension to cover maritime policy issues and management of shared seas October 2007 ECASBA

Vision for EU Maritime Policy-14 in 2008, present a report on strategic issues for the EU relating to the Arctic Ocean support Maritime Policy and Law of the Sea capacity building in developing countries make proposals to reinforce action against IUU (Illegal, Unregulated and Unreported) fisheries worldwide (ongoing) urge Member State ratification of international conventions in maritime affairs October 2007 ECASBA

Vision for EU Maritime Policy-15 Maritime heritage and public image: Propose to celebrate a European Maritime Day (and Week) from 2008 take the lead in producing a European Atlas of the Seas (2009) promote links between maritime heritage organisations, museums and aquaria, including awards for best projects, and seek to create links between these organisations and coastal tourism (2008) October 2007 ECASBA

Vision for EU Maritime Policy-16 support development of projects that enhance knowledge and visibility of Europe's maritime heritage, contributing to improving the image of maritime sectors and seafaring professions; examine barriers which currently inhibit the preservation and operation of traditional ships (2008) publish on website events (ongoing & continue) October 2007 ECASBA

Vision for EU Maritime Policy-17 Maritime governance: dialogue with other EU institutions and Member States on co-ordination mechanisms to apply the integrated approach to maritime affairs (2008) propose guidelines for the development of the Member States' integrated maritime policies by 2008 Publish annual progress report on maritime policy from 2009 (2010) and organise annual stakeholders' conference on development of maritime affairs in Europe October 2007 ECASBA

Vision for EU Maritime Policy-18 Data Management: develop by 2008 a Road Map for the establishment of a European Marine Observation and Data Network that will facilitate access to high quality, mutually compatible data through a common gateway (research and data) propose a roadmap for the multi-dimensional mapping of Member States' coastal waters by 2009 (maritime heritage) October 2007 ECASBA

Vision for EU Maritime Policy-19 Subsidiarity Integrated Coastal Zone Management: propose a roadmap to facilitate the development of maritime spatial planning by Member States (2009); study the extent to which maritime activities in the same sea area, can be made compatible and/or mutually supportive (2008); set up a system for exchange of best practice among authorities engaged in maritime spatial planning and ICZM (2008) October 2007 ECASBA

Vision for EU Maritime Policy-20 Surveillance: Subsidiarity propose steps towards a more integrated surveillance system to bring together existing monitoring and tracking systems used for maritime safety and security, protection of marine environ-ment, fisheries control & law enforcement (2/2008); facilitate a platform for information sharing and for enhanced cooperation among the Member States' coastguards and appropriate agencies; work with Member States to determine how naval assets could feature in this effort (exit coastguard!)
