I. Essence and Aims of the Meetings European National Schools and Institutes for Public Administration meet twice a year to exchange views and to share experiences meetings are organized by the School in the country that holds the EU-Presidency. 25 training institutes and schools representatives of the accession countries various non-member states are attending as observers EPAN, DG Troika secretariat, 07.01.05 DSIPA

Essence and Aims of the Meetings The participants share a common objective improving the capacity of the national civil servants ensuring enhanced capacity of their civil servants in the Brussels arena exchanging experiences in the life-long learning area European Schools and training institutes for Public Administration also represent various traditions of governance public administration and HRD systems EPAN, DG Troika secretariat, 07.01.05 DSIPA

Essence and Aims of the Meetings The challenges that are posed upon Europe affect the Agenda of the Schools and Institutes: Changes within the EU-structure due to the accession of 10 new member countries the continuation of the enlargement process the new constitution the discussion on the Commissions HR-development including the concept of ‘life long learning’ EPAN, DG Troika secretariat, 07.01.05 DSIPA

The previous Presidencies – A retrospective Greek presidency: a comparative training needs analysis was carried out, providing a robust base line for the schools in assessing their capacity in EU training. results laid down in the report ‘Training Needs Analysis Methodologies in Public Administration and Training Activities for European Integration, A Comparative Report in European Union Member Countries (May 2003)’. The previous Presidencies – A retrospective Italian presidency: the Caserta programme has been presented importance of face to face exchange between public leaders and other civil servants, in order to get a better understanding amongst the member states and the national administrations; EPAN, DG Troika secretariat, 07.01.05 DSIPA

The previous Presidencies – A retrospective Irish Presidency, agreement on the ‘Agenda for the Future’ at a meeting in Ashford Castle Cong, April 2004 Schools and Institutes will focus on a central theme related to public leadership and effective governance in the EU of 25. Schools and Institutes understand their role as being pivotal and complementary towards the development of programmes in various modalities and amongst various schools support the schools’ and training institutes’ ability to provide state of the art training to their target group, the civil servants of the 25 member states EPAN, DG Troika secretariat, 07.01.05 DSIPA

The previous Presidencies – A retrospective Dutch Presidency: Public Leadership and Professionalism in Multi-Level Governance: Towards a Common Competence Frame Development of a common competence frame which could be used a priori as reference along which programmes could be build for a civil servant operating in Brussels A common competence frame could be a first step towards accreditation of the institutes’ programmes and thus a step towards enhanced quality An internet portal will be developed by ROI International. Its main aim will be to ensure that common programmes, train the trainers initiatives and sharing best practices will be made available to the schools and shared amongst the schools. The previous Presidencies – A retrospective Further development of the existing European exchange programme and completed with a blended learning programme for public and civil servants in the EU (ERT+) The objective is to develop a pilot programme in 2005 incorporating the common competencies found in the survey. A Task Force consisting of Schools and Institutes of the following six countries (United Kingdom (chair), Estonia, France, Greece, Portugal, Sweden and Bulgaria/Romania) will occupy itself with these objectives. The ERT+ will be linked to the internet portal. For the development of the ERT+ pilot programme co-funding would be very useful and much appreciated. EPAN, DG Troika secretariat, 07.01.05 DSIPA

The Luxembourg presidency Luxembourg will present the common website worked out by the Dutch presidency with all its opportunities develop in close partnership with the other schools a common approach towards a systematic use of that website as an instrument of communication among the national schools and institutes of public administration provide a defintion of best practices for the common website open the website towards Epan-network EPAN, DG Troika secretariat, 07.01.05 DSIPA

IV. The Luxembourg presidency At the end of the Luxembourg presidency, the common website will actively support the concrete use of the Common Frame of Competencies for national public leaders who are operating in the European arena provide a forum for discussion among schools and institutes facilitate the exchange of experiences show training programs of the member states schools and offer attendances to these programs share new ideas, recent developments and experiences stimulate benchmarking EPAN, DG Troika secretariat, 07.01.05 DSIPA
