Public Health as a System Text Figure 1-2, Source: Handler A, Issel M and Turnock BJ. A conceptual framework to measure performance of the public health system. Amer J Pub Health 2001;91(8):1235-1239

The PUBLIC HEATH IN AMERICA statement capsulizes these concepts in a broad vision of healthy people in healthy communities, an articulation of public health’s mission to promote physical and mental health and prevent disease, injury and disability. It then expands these somewhat abstract vision and mission statements to describe the what and how of public health in terms designed somewhat differently for external and internal audiences.
