Introduction to International Terrorism Module 1 Introduction to International Terrorism

Module Overview Introduces key concepts and characteristics of “terrorism” which underpin the entire course, including relevant international instruments and definitional challenges. Provides a brief history of the evolution of terrorism, particularly events of the nineteenth century. Examines international legal approaches against terrorism, particularly through the policies and practices of the United Nations (and its predecessor League of Nations). Highlights the United Nations designation and targeted sanctions regime against certain terrorist groups. Introduces concept of “terrorist victimization”, which explores the purposes and effects of victim selection in terrorist attacks.

Learning Outcomes Understand the semantic and historical development of the word “terrorism”. Analyze the concept and underpinning legal principles of international crimes of terrorism, whether at the national or international level. Explain treaty-based crimes relevant for prosecuting acts of terrorism, whether at the national or international level. Identify and discuss some of the reasons for, and implications of, the absence of a universally-accepted definition of terrorism at the global level. Familiarize students with interdisciplinary perspectives (e.g. victimology).
