18th CCFICS, Surfers Paradise UN/CEFACT The United Nations Centre for Trade Facilitation and Electronic Business (UN/CEFACT) principal focus is on facilitating national and international transactions, through the simplification and harmonisation of processes, procedures and information flows This is achieved by: Analysing and understanding the key elements of international processes, procedures and transactions; Developing methods to facilitate processes, procedures and transactions, including the relevant use of information technologies; Promoting both the use of these methods, and associated best practices, through channels such as government, industry and service associations; February 2010 18th CCFICS, Surfers Paradise 2

18th CCFICS, Surfers Paradise Benefits Fraud prevention Early notification of shipments Personnel/equipment management Pre-clearance Manage import risks Improved product supply chain Reduction in costs Increased speed Greater transparency Introduction of E-cert internationally will have many internal advantages for importing countries. If all imports of food are certified electronically, there will be an opportunity to introduce secure, cost effective integrated internal systems. Early notification of shipments means that you can target your resources to the most appropriate time and place; you can pre-clear products so they are not sitting on the wharf; you can make decisions on what you are going to inspect days before the consignment arrives. This can be managed centrally, with coordinated actions at all ports. The re-engineering of the supply chain can unleash enormous sums of money which is currently hidden in wasted activity. 18th CCFICS, Surfers Paradise What is XML ? eCert message is in XML format XML = Extensible Markup Language – this is the format used for a data file and consists of pairs of codes or tags that enclose the relevant data XML is internationally recognised and currently a “best practise” for an electronic message format February 2010 18th CCFICS, Surfers Paradise 12

XML message format provides for a secure data exchange using best international practice such as SOAP (Simple Object Application Protocol –a secure transmission method between computer systems) XML message is internationally preferred message format for data exchange with multiple applications and systems (e.g. Trade Single Window) February 2010 18th CCFICS, Surfers Paradise 13
