Government's approach to ITS: the ITS Action Plan In 2013, the Ministry of Transport decided it should develop an ITS strategy, or as it became, an Action Plan Aim is to ensure we are ready to take advantage of ITS technologies that would benefit New Zealand Final Action Plan was based on several rounds of consultation over 18 months Released in June 2014   4
