Changes to Credit By Exam

History of changes TEC 74.24 Changed to state End-of-Course Credit-by-Exams must be externally validated, align and appropriately address all TEKS, and yield variable results. This revision was drafted in 2015 to take effect in 2018-19. This type of CBE has not been available, which has resulted in the inability to give a CBE for original credit in all EOC tested courses. In April, UT Austin certified that the CBEs they developed for EOC tested courses align with this requirement. SBOE met in May to decide on revisions to the law. In short, all EOC tested CBEs must meet the SBOE determined criteria effective August 27, 2018. All non-EOC Tested CBEs must meet the requirements by the 2019-2020 school year.

SBOE Updates that Impact NISD Created a need to develop local board policies to create an audit process for CBEs. The proposed resolution will allow NISD’s curriculum team to develop credit-by-examination assessments for grades 1-12, as long as the CBEs accurately and appropriately assess TEKS at the relevant grade level. Board policy currently in place meets the SBOE outlined requirements for kindergarten acceleration. Clarified the language of the requirements for validation of CBEs. The proposed resolution clarifies that CBEs developed by UT Austin and Texas Tech will defer to the universities audit processes and certificates. UT Austin has validated and certified their EOC tested CBEs. TTU has not met the requirement, but is actively working to meet it. UT Austin will be the CBE testing provider for all EOC CBEs for 2018-2019. We will still continue to use TTU for non-EOC tested courses.
