Mission Ready Packages: Public Health and Medical Project Update ASTHO/NEMA Workgroup Meeting August 12, 2014

Background Identified need for additional public health and medical based MRPs. Advisory Workgroup Directors of Public Health Preparedness State and Local Emergency Management NEMA Federal Government In working with ASTHO, NEMA realized the need for additional public health and medical based mission ready packages; The potential list of MRPs was established after discussing needs with the advisory workgroup and reviewing past public health and medical based MRPs requested through EMAC Advisory workgroup was established in January. Members included Directors of Public Health Preparedness, Local and State emergency Management representatives, federal government partners and NEMA representatives

Topic Area Prioritization Initial areas selected for priority MRP development: 1. Fatality Management 2. Mobile Field Medical Care 3. Shelter and FNSS Shelter Logistics 4. Medical Surge 5. Emergency Care and Response Based on initial research of prior public health and medical requests and advisory workgroup recommendations, MRP development was suggested for the following priority areas: 1. Fatality Management 2. Mobile Field Medical Care 3. Shelter and FNSS Shelter Logistics 4. Medical Surge 5. Emergency Care and Response As a reminder, this list was paired down from the initial 16 potential priority areas for MRP development: -Mental/Behavioral Health -Fatality Management -Epidemiology -Emergency Care and Response -Mobile Field Medical Care -Medical Care -Medical Surge -Shelter and FNSS Shelter Logistics Environmental Health -Information Sharing and Communication -Healthcare Resource Management -Patient Management/Tracking -Emergency Operation Coordination/Incident Management -Medical Countermeasures -Lab Services -Decontamination

Selected Mission Ready Packages Clinical Support Team Pre-hospital Acute Care Team Patient Transport Team Morgue Admitting Team Behavioral Health Team Bariatric Ambulance Team Disaster Portable Morgue Unit Medical Facility Emergency Water Supply Team Four-wheel Drive Ambulance Team Morgue Triage Team Using the list I just showed you, the advisory group held an in-person meeting May 21-22nd and selected the 10 MRPs above as the finalized list for MRP development. Each MRP was developed into a full template with suggestions for mission capabilities, personnel, costs, identified ESFs, resource description and more.

Next Steps State Outreach and education State Resource Repository Fact sheet Webinar Open comment period State Resource Repository The project team is finalizing its approach to sharing the finalized MRPs with the entire public health preparedness community (specifically ASTHO’s directors of public health preparedness) We are working to determine what will be best way to share the templates: dedicated webinars, fact sheets, or an additional open comment period for final review. A companion document has also been drafted to assist in educating states on each of the MRPs In addition, the project team would like to evaluate state resources and their potential ability and availability of assets available for EMAC deployment. This state evaluation will assist in looking at areas for future MRP development based on existing state resources and needs.
