Committee of Practitioners Frequently Asked Questions Why is a committee of practitioners (COP) necessary? Required by NCLB Section 1903 (b)(1): Each SEA that receives Title funds shall create a State committee of practitioners to advise the State in carrying out its responsibilities.

Committee of Practitioners Frequently Asked Questions 2. Who should be a member of the COP? NCLB Section 1903 (b)(2): Each COP committee shall include the following membership: Representation from LEAs (majority of members) Administrators Teachers (including vocational educators) Parents Members of local school boards Representatives of private school children Pupil services personnel

Committee of Practitioners Frequently Asked Questions 3. What is the purpose of the COP? The duties of the COP shall be to review, before publication, any proposed or final State rule or regulation pertaining to Title I funding.

Committee of Practitioners Frequently Asked Questions 4. Is the COP required to meet each time a rule or regulation is issued? NO, in emergency situations where a rule or regulation must be issued within a very limited time to assist LEAs with program operation, the SEA may issue a regulation without prior consultation, but shall immediately thereafter convene to review the emergency regulation before issuing in final form.
