EXISTING TYPICAL SECTION NW 23 rd Avenue HDR Engineering Gainesville NW 16 th Avenue / NW 23 rd Avenue From NW 55 th Street to NW 43 rd Street

HDR Engineering Gainesville EXISTING TYPICAL SECTION NW 16 th Boulevard & NW 16 th Avenue NW 16 th Avenue / NW 23 rd Avenue From NW 43 rd Street to NW 13 th Street

PROJECT SCOPE 1)Resurface and rehabilitate pavement 2)Upgrade curb ramps and driveways to current Americans with Disabilities Act standards 3)Address safety and operational issues 4)Stabilize retaining walls Safety IssueNon-Compliant Curb Ramp Deteriorating Pavement HDR Engineering Gainesville NW 16 th Avenue / NW 23 rd Avenue Leaning Retaining Wall

#1 EXISTING PAVEMENT CONDITIONS A variety of failure modes were found: Rutting Cracking Potential base failure (isolated locations) HDR Engineering Gainesville NW 16 th Avenue / NW 23 rd Avenue Common Pavement Failure Example of Good Pavement EB NW 16 th Avenue east of NW 24 th Street WB NW 16 th Avenue west of NW 20 th Street

#1 EXISTING PAVEMENT CONDITIONS HDR Engineering Gainesville NW 16 th Avenue / NW 23 rd Avenue In many locations the pavement has rutted in the wheel paths. Rutted pavement can trap water and increase the chances of hydroplaning. EB NW 23 rd Avenue west of NW 46 th Street

#1 EXISTING PAVEMENT CONDITIONS HDR Engineering Gainesville In several locations the surface coarse has chipped off the pavement. WB NW 16 th Avenue east of NW 31 st Terrace EB NW 16 th Boulevard west of NW 41 st Street

#1 PROPOSED PAVEMENT REHABILITATION Mill and Resurface To Base Layer Full depth construction may be necessary in some locations HDR Engineering Gainesville NW 16 th Avenue / NW 23 rd Avenue Existing Pavement Milled Pavement Resurfaced Pavement

#2 AMERICANS WITH DISABILITIES ACT Existing Non-Compliant Features All non-compliant sidewalk curb ramps and driveways will be replaced HDR Engineering Gainesville Improper warning surface Cross slope exceeds 2% Longitudinal slope exceeds 1:12 Ramp width less than 4 NW 16 th Avenue / NW 23 rd Avenue

# 3 SAFETY IMPROVEMENTS NW 23 rd Avenue Widening Raised Traffic Separator West of 43 rd St. Median Closures\Modifications East of 43 rd St. Median Closure West of 13 th St. Miscellaneous Safety Improvements HDR Engineering Gainesville NW 16 th Avenue / NW 23 rd Avenue

#3 SAFETY IMPROVEMENTS Crash reports from 2005 through 2007 were studied for types of crashes, locations of crashes, time of day and weather conditions HDR Engineering Gainesville NW 16 th Avenue / NW 23 rd Avenue

#3 SAFETY IMPROVEMENTS The actual crash rates were compared to the statewide average crash rate for the particular type of roadway. HDR Engineering Gainesville NW 16 th Avenue / NW 23 rd Avenue Statewide average crash rate for NW 23 rd Ave is Statewide average crash rate for NW 16 th Blvd and NW 16 th Ave is 2.589

SAFETY IMPROVEMENTS. Solution: Install Raised Traffic Separator HDR Engineering Gainesville NW 23 rd Avenue west of NW 43 rd Street. NW 16 th Avenue / NW 23 rd Avenue

HDR Engineering Gainesville #3 SAFETY IMPROVEMENTS NW 16 th Boulevard east of NW 43 rd Street NW 16 th Avenue / NW 23 rd Avenue

#3 SAFETY IMPROVEMENTS Median Opening West of 13 th St. HDR Engineering Gainesville NW 16 th Avenue / NW 23 rd Avenue GeorgetownApartments Citgo Gas Station

#4 RETAINING WALL Existing Problems Walls have rotated outward Concrete has cracked and spalled Reinforcing bars exposed due to concrete spalling Two walls on the north side of NW 16 th Ave. are in need of repair HDR Engineering Gainesville NW 16 th Avenue / NW 23 rd Avenue

#4 RETAINING WALL Causes Wall heights exceed standard design Pressure created from trapped water behind the walls Clay soils behind wall prevent water from reaching weep holes *The walls are not in imminent danger of collapse. HDR Engineering Gainesville NW 16 th Avenue / NW 23 rd Avenue

#4 RETAINING WALL Solution Reduce the wall height Add drainage layer and weep holes Improve the appearance and protect reinforcing with a new concrete façade HDR Engineering Gainesville NW 16 th Avenue / NW 23 rd Avenue

HDR Engineering Gainesville NW 16 th Avenue / NW 23 rd Avenue OPTIONAL ENHANCEMENTS Restripe all lanes to 11 width, creating a 2 wide shoulder on each side providing additional space for on the road bicyclist. NW 16 th Blvd\ NW 16 th Ave from NW 43 rd Street to NW 13 th Street 1 st Option: Narrow vehicle lanes to create 2 shoulder

HDR Engineering Gainesville NW 16 th Avenue / NW 23 rd Avenue Advantages: Provides additional space adjacent to the curb for bicyclist by reducing the roadway width designated for vehicles Disadvantages: Does not provide a designated bike lane There will only be 21 of pavement between the curb edge and the outermost edge line. This will place the bicyclist in a very narrow designated area. Vehicles may assume the marked shoulder adequately accommodates bicycles and may be less prone to move to the inside to provide the bicyclist more room as they pass. Gutter pan cannot be considered part of bike lane due to inlet types Preliminary Cost Estimate: No additional costs OPTIONAL ENHANCEMENTS 1 st Option: Narrow lanes to create 2 shoulder

HDR Engineering Gainesville NW 16 th Avenue / NW 23 rd Avenue OPTIONAL ENHANCEMENTS 2 nd Option: Widen sidewalks by infilling utility strips NW 16 th Avenue from NW 34 th Street to NW 13 th Street NW 16 th Boulevard from NW 43 rd Street to NW 13 th Street Fill 2.5 wide utility strips with concrete to create a 7.5 wide sidewalk. The widened sidewalk will function more as a multi-use path.

HDR Engineering Gainesville NW 16 th Avenue / NW 23 rd Avenue Advantages: Provides a wider sidewalk that better accommodates school children who usually bike on the sidewalk. Disadvantages: Does not provide a designated bike lane Encouraging bicyclists to use sidewalk may create conflicts at cross streets Bicyclists would still conflict with pedestrians, even on the wider path. Preliminary Cost Estimate: NW 16 th Boulevard & NW 16th Avenue: $397,889 OPTIONAL ENHANCEMENTS 2 nd Option: Widen sidewalks by infilling utility strips

HDR Engineering Gainesville NW 16 th Avenue / NW 23 rd Avenue OPTIONAL ENHANCEMENTS 3 rd Option: Widen and restripe to create designated bicycle lanes NW 16 th Blvd / NW 16 th Ave from NW 43 rd Street to NW 13 th Street Add 2 of pavement to the median in both directions and narrow all lanes to 11 width. This will provide room for a standard 4 bike lane in each direction.

HDR Engineering Gainesville NW 16 th Avenue / NW 23 rd Avenue OPTIONAL ENHANCEMENTS 3 rd Option: Widen and restripe to create bicycle lanes Advantages: Provides designated Bike Lanes from NW 43 rd Street to NW 13 th Street Provides bike route continuity connecting to existing designated Bike Lanes on NW 23 rd Avenue and NW 43 rd Street. Disadvantages: Potential loss of some median landscaping in order to maintain sight lines in narrowed median. Preliminary Cost Estimate: NW 16 th Boulevard & NW 16 th Avenue: $586,493

HDR Engineering Gainesville NW 16 th Avenue / NW 23 rd Avenue COST SUMMARY Recommended project base cost: $5,388,646 Optional Enhancement #1 additional cost: $0 Optional Enhancement #2 additional cost: $397,889 Optional Enhancement #3 additional cost: $586,493
