Paper storage was a matter of filing. But paper was not really filed unless is was necessary to keep -- files were filled with important documents like incorporation papers or personel files, as well as facts you collected (such as articles or reports, etc.), since there was no electronic system for cataloguing information. The main beauty of paper was that when you didn’t want it anymore, you tossed it or burned it or shredded it and it was GONE. Access to paper was limited to those who had access and keys to the file drawers. So newly developing document management programs occupied themselves with figuring out how to store increasing volumes of paper in a manner that allowed it to be retrieved, and the setting of “stale” dates by which old information would be automatically sent off to the shredder or dumpsters. Given the burgeoning size of files, and the growing knowledge of the usefulness of recycling work from matter to matter, document policies were not so much about retention as they were about retrieval and destruction. All that changed with the litigation explosion of the 80’s and 90’s, which, coupled with the rise of electronic information retrieval and the coming of age of the computer and communications technologies, turned document management o its head..
