“Officials Order Evacuation For Residents Below Calif. Dam”

At least 188,000 people remain under evacuation orders after Northern California authorities warned an emergency spillway in the country's tallest dam was in danger of failing Sunday and unleashing uncontrolled flood waters on towns below. The Oroville Dam, which is the nation's tallest, remains intact. But the emergency spillway, which helps to ensure that the water does not rush over the top of the dam when the levels are high, was eroding Sunday. The damage prompted a mandatory evacuation for homes near Lake Oroville. Those orders remain in effect authorities do not know when they would be lifted. This winter, heavy rainfall in Northern California has filled Lake Oroville to the verge of overflow. This has triggered concerns over whether the water could overflow the dam and flood nearby communities. The dam has two spillways -- the primary and the emergency spillway -- to prevent that from happening. These are channels to leak water out of the lake. And right now, both have major structural problems. At Oroville Dam, the emergency spillway is only used if water levels reach 901 feet in elevation. It hasn't needed to be used in its 48-year history -- until this weekend.

In Other News The 59th annual Grammy Awards brought a pair of sweeps: a likely one for a dearly departed star, a surprise for the reigning queen of pop — and more performances than anyone will likely remember tomorrow. As she did in 2012, Adele swept her "general category" nominations (the night's headline trophies) — but five years ago she wasn't up against what many considered to be one of the year's most definitive and universally lauded pieces of work: Beyoncé's Lemonade. Beyoncé has never won either Record or Album of the Year — Adele is the first to twice sweep the Album, Record and Song of the Year awards. As she accepted the penultimate award of the night, for Record of the Year, Adele looked at Beyoncé and said, "You move my soul every single day.“ February 1 - The 13th Amendment to the U.S. Constitution, which abolished slavery, was adopted by the 38th Congress. Ratification was completed December 6, 1865. Also in 1870, Jonathan Jasper Wright was elected to the South Carolina Supreme Court. February 4 - Today in 1986, a stamp of Sojourner Truth is issued by the U.S. Postal Service.
