The PSEO legal basis (1/2) The PSEO actuarial assessment has to comply with the relevant legal provisions set in the Staff Regulations of Officials and Conditions of Other Servants of the European Community. In particular: Art. 83a.3 refers to the "five-yearly actuarial assessment" of PSEO, Art. 83a.4 states "Each year the Commission shall update the actuarial assessment referred to in paragraph 3, in accordance with Article 1(2) of Annex XII", Article 1(3) of Annex XII states "The assessment and updates shall be carried out in each year n, on the basis of the population of active members of the pension scheme at 31 December of the previous year (n-1)".   27-06-2016 WG on Article 83 of the SR. The PSEO legal basis (2/2) Art. 13.3 of Annex XII states "Each year on 1st September Eurostat shall submit a report on the assessments and updates referred to in Article 1 of this Annex", Art. 13.4 of Annex XII states "Any question of methodology raised by the implementation of this Annex shall be dealt with by Eurostat in cooperation with national experts from the relevant departments of the Member States and the qualified independent expert or experts. Doc. 20160627Art83_07 Actions performed (1/2) Based on the above legal framework, Eurostat has: Jan 2016: collected the relevant data required to determine the population of PSEO active members at 31st December 2015, April-May 2016: proceeded to its provisional 2016 assessment of the PSEO, May 2016: transmitted those provisional calculations to its external experts, 27-06-2016 WG on Article 83 of the SR.
