Inland Protection Trust Fund (IPTF) 376.3071(1)(g) … the PRP must be implemented in a manner that reduces costs and improves the efficiency of rehabilitation activities to reduce the significant backlog… … and the corresponding threat to the public health, safety, and welfare, water resources, and the environment.

376.308(5) 30 Years of Real Estate Decisions … no person who owns… a facility… eligible for restoration funding from the IPTF… shall be subject to … compel rehabilitation in advance of commitment of restoration funding in accordance with a site’s priority ranking… … or to pay for the costs of rehabilitation of environmental contamination resulting from a discharge of petroleum products that is eligible for restoration funding…
