Drawing on the Policy Baseline Review The sustainable development strategy recommends the upgrading of industry through the promotion of green industry The industry upgrading program include activities targeting conservation of natural resources and energy efficiency. Opportunity for financing RECP (MEDTEST) through existing financing tools (FODEP, FTE, FODEC, PNRI, PIRD)

Policy Instrument Proposals Introducing the detailed environmental assessment (DEA) Incentives for hiring RECP experts in industrial companies Preparation of a pratical guide on incentives for applying RECP

Selected Policy Instrument Voluntary Agreement: Impact : New alternative to the traditional “command and control” approach Barrier : the success of the negociation process depends on the level of confidence among signing parties of the VA. Actions: initiate a model AV (pilot) in one industrial sector Disseminate the result among other industrial sectors

Selected Policy Instrument Voluntary Agreement: Timeline Sector selection: 2 months Institutional arragement (AV negociation): 6 months AV implementation: 6 months AV evaluation and dessimination : 2 months

Identifying support for policy implementation The introduction of VA has been proposed to main stakeholders in environment (ANPE) and business federations of industrial sectors (UTICA) as a complementary instrument or alternative to environmental regulation, and the technical centres as facilitator for AV design and implementation. Potential pilot AV in the tannery and chemical sectors.
