UKE approach towards co-investments - examples Republic of Poland Office of Electronic Communications UKE approach towards co-investments - examples Case study of telco and energy companies cooperation: Limit legal obstacles that hamper co-investments and encourage activities that foster deploying modern, fast networks Need for technical tests that establish potential problems and influence on regulated services, processes, KPIs, SLA, etc. Close cooperation with involved parties, monitoring of project and conclusions for future regulatory activities and standardisation Memorandum on cooperation between UKE and URE (Polish energy sector regulator): The objective of the agreement is to establish existence of barriers for co-investment between telecom and energy companies and ultimately remove or limit them The agreement acts as a cooperation platform between UKE and URE for realisation of above objective The tasks involve analysis of issues ranging from regulatory and legislative problems to more detailed technical or outside cooperation issues -2-

Republic of Poland Office of Electronic Communications UKE analysis of potential telecom infrastructure co-investment models - recommendations Report analysed models of co-investment in telecom infrastructure, potential regulatory solutions and specific problems and obstacles observed in the Polish market Main recommendations for regulator included: Need for long term regulatory policy in the scope of NGA Symmetrical obligation of access to infrastructure Facilitating standardisation of co-investment processes across sectors Supporting the idea for telecom operators involvement in construction of smart grid Publically available plans for development of new energy networks Need for wider spectrum of data in the system of infrastructure mapping Establishment of detailed specifications and requirements for obtaining public funds for supporting rollout of NGA -3-
