Future Legacy Costs - OPEB OPEB Liability as of 6/30/18 Total OPEB Liability Plan Net Position Net Pension Liability % Funded OPEB Plan $7,797,615 $640,299 $7,157,316 8.2% The City has made the following plan design changes in an effort to reduce the above liabilities (along with other changes): Plan no longer covers spouses/dependents for employees hired after 7/1/12 and prior to 7/1/18 Portion of premiums are paid by employee if hired after 7/1/12 and prior to 7/1/18 All employees must apply for Medicare Parts A and B when eligible Years of service requirement increased to 15 years Plan closed to new hires as of 7/1/18 Employees hired after 7/1/18 are eligible to participate in a health care savings account
